Causal-mechanisms theory in Europe


The causal-mechanisms theory of social explanation has been influential throughout an extensive network of European philosophers and social scientists, often with a pretty direct connection to the analytical sociology research programme. Peter Hedstrom and his research network are particularly influential in this spread of ideas. It is worth mentioning a couple of books in the past ten years that have brought this approach to non-English speakers.

Philosopher Michael Schmid published Die Logik mechanismischer Erklärungen (The Logic of Mechanistic Explanation) in 2006. This appears to be the first full-length consideration of the "social mechanisms" theory of social explanation in German, and it is an impressive volume. Schmid also has an extensive chapter in English in Peter Demeulenaere's fine collection, Analytical Sociology and Social Mechanisms.

Schmid's book consists of careful analytical expositions of the theories of a dozen social scientists and philosophers who have advocated for this approach to social explanation, including both current and past proponents. Here is the table of contents, in my own non-expert translation, which gives an idea of the topics and authors Schmid concentrates on.

Many of these authors considered here are core to the analytical sociology framework, including especially Merton, Coleman, Boudon, Hedstrom, Swedberg, Mayntz, and Esser.

A second relevant book appeared in 2004 in Italian. This is Filippo Barbera's Meccanismi sociali: Elementi di sociologia analitica. As the title indicates, the book provides a programatic introduction to the social mechanisms approach as expressed within the analytical sociology framework. The contents are descriptive of the focus of the book (again, in my non-expert translation).

Here is a translation of a few lines from the introduction:
This book presents a theoretical perspective and empirical research that have gained growing acceptance in contemporary sociology. Many terms have been used to identify this perspective: "explanation by social or generative mechanisms", "sociological analysis", "sociology of causal processes", and "analytical sociology". Here we will use each of these expressions interchangeably. The book aims to rebuild from within the core of analytical sociology by isolating the principles and objectives shared, without carrying out a systematic comparison with other trends in contemporary sociology. This systematization had to first try to reduce the heterogeneity that characterizes the internal perspective of the social mechanisms approach, but not completely undo the specificities of the individual authors and the different proposals they put forward. The priority attention given to the objectives of clarification and synthesis of a complex and heterogeneous field has had to overshadow the critical evaluation of analytical sociology. This critical evaluation, incidentally, is not entirely absent, and in any case is made ​​more simple after we have specified the conditions and objectives of the approach. (7)
German philosopher Renate Mayntz also takes up issues on mechanistic explanation in the social sciences. Her 2009 book, Sozialwissenschaftliches Erklären, is a volume of essays on the philosophy of social science and social science methodology that address issues about mechanisms as well as the macro-micro link. Also worth mentioning is recent work by Petri Ylikoski, including his excellent University of Helsinki 2001 dissertation, Understanding Interests and Causal Explanation (link). The dissertation is available online and provides an excellent basis for understanding many of the issues concerning causal explanation as they arise within the analytical sociology framework.

Each of these theorists relates directly or indirectly to the framework of analytical sociology and usually to Peter Hedstrom's group directly. Barbera was a visiting fellow at Nuffield College, Oxford, where he worked closely with Hedstrom. Schmid demonstrates a close knowledge of Hedstrom's work and of the analytical sociology perspective more generally, and Hedstrom is one of the philosophers he focuses on in his book (3.6). Schmid also has sections on Mayntz, Boudon, and Esser, key figures in the literature of analytical sociology. Ylikoski has published co-authored papers with Hedstrom following the completion of his dissertation.

Woodward on mechanisms

Jim Woodward has extended a lot of his philosophical effort towards the task of understanding causation in the sciences (Making Things Happen: A Theory of Causal Explanation). Woodward is a primary exponent of the "manipulationist" theory of causation. He brings a counterfactual orientation to the problem of defining causal relations. If we assert that X caused Y, there is an implication that, if X had not occurred, Y would not have occurred. This implication isn't universally valid, since some events or outcomes are causally overdetermined. (Both X and X' may be a sufficient cause for Y -- in which case removing X still allows for Y through the X' pathway.) Notwithstanding this problem, the counterfactual nature of causal assertions is widely recognized. And this implies the association between causation and intervention or manipulation: if X causes Y, then we should be able to influence the occurrence of Y by manipulating X. This fact in turn underlies the logic of experimental design.

Woodward's treatment of causation deserves fuller treatment than I'll give it here. In this post I will focus on his application of these ideas to the notion of a causal mechanism. He lays this treatment out in a short but influential article, "What is a Mechanism? A Counterfactual Account" (link).

Here is the core idea. He focuses on the Machamer-Darden-Craver (MDC) definition of a causal mechanism (link):
Mechanisms are entities and activities organized such that they are productive of regular changes from start or set-up to finish or termination conditions. (3)
Woodward's contribution is to give greater clarity to the idea of regularity or law by adding the idea of a relationship that is "invariant under intervention". This idea models the notion of experimental testing of a causal hypothesis. We are interested in "X causes Y". We look for interventions that change the state of Y. If we find that the only interventions that change Y, do so through their ability to change X, then the X-Y relation is said to be invariant under intervention, and X is said to cause Y. Here is how he expresses the idea in the article:
I understand this in terms of the notion of invariance under interventions. Suppose that X and Y are variables that can take at least two values. The notion of an intervention attempts to capture, in non-anthropomorphic language that makes no reference to notions like human agency, the conditions that would need to be met in an ideal experimental manipulation of X performed for the purpose of determining whether X causes Y. The intuitive idea is that an intervention on X with respect to Y is a change in the value of X that changes Y, if at all, only via a route that goes through X and not in some other way. This requires, among other things, that the intervention not be correlated with other causes of Y except for those causes of Y (if any) that are causally between X and Y and that the intervention not affect Y independently of X. Thus if A is a common cause of B and S as in the example above, manipulating B by manipulating A will not count as an intervention on B with respect to S since in this case the manipulation affects S via a route (the route that connects A to S ) that does not go through B. (369-70)
Here is how he applies this idea to causal mechanisms. A mechanism consists of separate components that have intervention-invariant relations to separate sets of outcomes. These components are modular: they exercise their influence independently. And, like keys on an accordion, they can be separately activated with discrete results.
So far I have been arguing that components of mechanisms should behave in accord with regularities that are invariant under interventions and support counterfactuals about what would happen in hypothetical experiments. (374)
Here is the proposal all of this leads up to:
(MECH) a necessary condition for a representation to be an acceptable model of a mechanism is that the representation (i) describe an organized or structured set of parts or components, where (ii) the behavior of each component is described by a generalization that is invariant under interventions, and where (iii) the generalizations governing each component are also independently changeable, and where (iv) the representation allows us to see how, in virtue of (i), (ii) and (iii), the overall output of the mechanism will vary under manipulation of the input to each compo- nent and changes in the components themselves. (375)
Woodward illustrates his theory of mechanisms with simple physical and biological examples. How does this theory work when we consider social mechanisms?

What seems most evident is that social mechanisms are not commonly as complex as Woodward's examples would suggest. The sorts of mechanisms that crop up in sociology seem largely to be "simple" mechanisms: they don't consist of multiple independent components leading to an outcome.

Here is the way that McAdam, Tarrow and Tilly (MTT) characterize mechanisms and processes in Dynamics of Contention:
  • Mechanisms are a delimited class of events that alter relations among specified sets of elements in identical or closely similar ways over a variety of situations.
  • Processes are regular sequences of such mechanisms that produce similar (generally more complex and contingent) transformations of those elements. (24)
These definitions imply that processes are compound, whereas typical mechanisms are simple.

Here are examples that MTT offer of mechanisms:
  • resource depletion or enhancement affects people's capacity to engage in contentious politics (25)
  • commitment is a widely recurrent individual mechanism in which persons who individually would prefer not to take the risks of collective action find themselves unable to withdraw without hurting others whose solidarity they value (26)
  • Brokerage ... as the linking of two or more previously unconnected social sites by a unit that mediates their relations with one another and/or with yet other sites (26)
  • Identity shift ... alteration during contentious claim making of public answers to the question: "Who are you?" (27)
In each case we seem to have a simple relationship between one social or environmental fact and a typical outcome -- not a complex concatenation of "cogs and wheels" of social interaction.

So when we consider typical examples of social mechanisms -- free-riding (Olson), escalation (McAdam-Tarrow-Tilly), identity competition (Horowitz) -- we commonly find that they are all basically one-step mechanisms. So the assumption that a mechanism consists of modular components doesn't fit the social sciences well. There are complex social processes, to be sure, but it seems best to understand these as concatenations of distinct mechanisms rather than as a single complex mechanism. (Why? Because they are all too often unrepeatable.)

This doesn't mean that we can't understand social mechanisms along the lines Woodward suggests, if we are content to acknowledge that it is hard to find complex social mechanisms. But in order for even this to be the case, we would have to confirm that these simple mechanisms produce intervention-invariant regularities.

This requirement runs up against a different problem, however. The regularities that correspond to typical social mechanisms are soft regularities, not hard-and-fast laws. Social causation is probabilistic, not deterministic. The regularities corresponding to social causes derive from features of human agency and behavior, and they are deeply exception-laden. The free-rider mechanism tends to give rise to under-investment in the public good -- except when people self-organize, semi-coercive organizations appear, or altruistic religious attitudes take hold. Social mechanisms are productive, in the sense that they "bring about" the associated outcomes. But they are not invariant across all or most cases.

This implies that there are no intervention-invariant relations to be had in the social world. And therefore we need some other analytical foundation if we are to persist in thinking there are social causal mechanisms.

Woodward addresses something very much like this possibility in conjunction with psychological mechanisms. And he draws a prescriptive conclusion: if the "mechanisms" cited in psychology do not have these characteristics of modularity and invariance, then they aren't really mechanisms:
the standard boxological diagrams allegedly describing the operation of psychological mechanisms drawn by psychologists are rarely accompanied by convincing evidence that the parts corresponding to the boxes satisfy the modularity condition described above. If the argument of this paper is correct, this is a reason for being skeptical that these diagrams describe genuine mechanisms. (377)
It seems likely enough that he would reach a similar conclusion about the kinds of mechanisms offered by MTT.

Dissecting the social


The past dozen years or so have witnessed the emergence of a distinctive approach to the social sciences that its practitioners refer to as "analytical sociology." Peter Hedström's Dissecting the Social: On the Principles of Analytical Sociology (2005) serves as a manifesto for the approach, and Pierre Demeulenaere, ed., Analytical Sociology and Social Mechanisms, and Peter Hedström and Peter Bearman, eds., The Oxford Handbook of Analytical Sociology provide substantive foundations for several areas of research within this approach.  And the European Network of Analytical Sociologists provides an institutional framework within which research approaches and findings can be shared (link).

Hedström describes the analytical sociology approach in these terms:
Although the term analytical sociology is not commonly used, the type of sociology designated by the term has an important history that can be traced back to the works of late nineteenth- and early twentieth-century sociologists such as Max Weber and Alexis de Tocqueville, and to prominent mid-twentieth-century sociologists such as the early Talcott Parsons and Robert K. Merton. Among contemporary social scientists, four in particular have profoundly influenced the analytical approach.  They are Jon Elster, Raymond Boudon, Thomas Schelling and James Coleman. (kl 113)
One important characteristic of the analytical approach is that it aims to gain understanding by dissecting the social phenomena to be explained.  To dissect, as the term is used here, is to decompose a complex totality into its constituent entities and activities and then to bring into focus what is believed to be its most essential elements. (kl 65)
And here is how Hedström and Bearman describe the approach in the Handbook:
Analytical sociology is concerned first and foremost with explaining important social facts such as network structures, patterns of residential segregation, typical beliefs, cultural tastes, common ways of acting, and so forth. It explains such facts not merely by relating them to other social facts -- an exercise that does not provide an explanation -- but by detailing in clear and precise ways the mechanisms through which the social facts under consideration are brought about.  In short, analytical sociology is a strategy for understanding the social world. (3-4)
Two interrelated aspects are of particular importance: the explanatory principles guiding the approach and the type of explanatory factors being evoked. Analytical sociology explains by detailing mechanisms through which social facts are brought about, and these mechanisms invariably refer to individuals' actions and the relations that link actors to one another. (4)
In my assessment, AS rests on three central ideas.

First, there is the idea that social outcomes need to be explained on the basis of the actions of individuals.  This position is referred to variously as methodological individualism, methodological localism, or microfoundationalism.  It is often illustrated by reference to "Coleman's Boat" in James Coleman, Foundations of Social Theory (1994:8) describing the relationship that ought to exist between macro and micro social phenomena:


The diagram indicates the relationship between macro-factors (Protestant religious doctrine, capitalism) and the micro factors that underlie their causal relation (values, economic behavior).  Here are a few of Hedström's formulations of this ontological position:
In sociological inquiries, however, the core entity always tends to be the actors in the social system being analyzed, and the core activity tends to be the actions of these actors. (kl 106)
To be explanatory a theory must specify the set of causal mechanisms that are likely to have brought about the change, and this requires one to demonstrate how macro states at one point in time influence individuals' actions, and how these actions bring about new macro states at a later point in time. (kl 143)
Further, Hedström is drawn to a broad version of rational-choice theory -- what he calls the "Desire-Belief-Opportunity theory".
Desires (D), beliefs (B) and opportunities (O) are the primary theoretical terms upon which the analysis of action and interaction will be based.  ... The desires, beliefs and opportunities of an actor are here seen as the proximate causes of the actor's action. (kl 507)
This is a variant of rational choice theory, because the actor's choice is interpreted along these lines: given the desires the actor possesses, given the beliefs he/she has about the environment of choice, and given the opportunities he/she confronts, action A is a sensible way of satisfying the desires. It is worth pointing out that it is possible to be microfoundationalist about macro outcomes while not assuming that individual actions are driven by rational calculations. Microfoundationalism is distinct from the assumption of individual rationality.

Second is the idea that social actors are socially situated and socially constructed; the values, perceptions, emotions, and modes of reasoning of the actor are influenced by social institutions, and their current behavior is constrained and incented by existing institutions. (This position has a lot in common with the methodological localism that I've defended.) Practitioners of analytical sociology are not reductionist about social behavior, at least in the way that economists tend to be; they want to leave room conceptually for the observation that social structures and norms influence individual behavior and that individuals are not unadorned utility maximizers. (Gary Becker's effort to explain much of social life on the basis of the premise of maximizing utility is an example of the reductionist tendency of purist rational choice theory; Uncommon Sense: Economic Insights, from Marriage to Terrorism.) In the Hedström-Bearman introduction to the Handbook they put the point this way:
Structural individualism is a methodological doctrine according to which social facts should be explained as the intended or unintended outcomes of individuals' actions. Structural individualism differs from traditional methodological individualism in attributing substantial explanatory importance to the social structures in which individuals are embedded. (4)
This is a direction of thought that is not well advanced within analytical sociology, but would repay further research.  There is no reason why a microfoundational approach should not take seriously the causal dynamics of identity formation and the formation of the individual's cognitive, practical, and emotional frameworks.  These are relevant to behavior, and they are plainly driven by concrete social processes and institutions.

Third, and most distinctive, is the idea that social explanations need to be grounded in a hypothesis about the concrete social causal mechanisms that constitute the causal connection between one event and another. Mechanisms rather than regularities or necessary/sufficient conditions provide the fundamental grounding of causal relations and need to be at the center of causal research.  (This is a position developed and discussed many times in this blog; thread.) This approach has several intellectual foundations, but one is the tradition of critical realism and some of the ideas developed by Roy Bhaskar (A Realist Theory of Science). Hedström advocates for a theory of causal explanation that is grounded in the idea of a causal mechanism:
The position taken here, rather, is that mechanism-based explanations are the most appropriate type of explanations for the social sciences.  The core idea behind the mechanism approach is that we explain a social phenomenon by referring to a constellation of entities and activities, typically actors and their actions, that are linked to one another in such a way that they regularly bring about the type of phenomenon we seek to explain. (kl 65)
A social mechanism, as defined here, is a constellation of entities and activities that are linked to one another in such a way that they regularly bring about a particular type of outcome. (kl 181)
In addition to these three orienting frameworks for analytical sociology, there is a fourth characteristic that should be mentioned.  This is the idea that the tools of computer-based simulation of the aggregate consequences of individual behavior can be a very powerful tool for sociological research and explanation.  So the tools of agent-based modeling and other simulations of complex systems have a very natural place within the armoire of analytical sociology.

In short, analytical sociology is a compact, clear approach to the problem of understanding social outcomes.  It lays the ground for the productive body of research questions associated with the "aggregation dynamics" research program (link).  There is active, innovative research being done within this framework of ideas, especially in Germany, Sweden, and Great Britain.  And its clarity permits, in turn, the formulation of rather specific critiques from researchers in other sociological traditions who reject one or another of the key components.  (This is the thrust of Andrew Abbott's article on mechanisms, discussed previously.)

(An earlier post described John Levi Martin's effort to show how social structures come to be as the result of the accretion of patterns of individual social interaction.  Where Levi Martin proceeds from micro to macro through aggregation, Hedström proceeds from macro to micro through disaggregation (or dissection, in his words). But both are fundamentally interested in analyzing the micro-macro link.)

Mechanisms of contention reconsidered

Social contention theorists Doug McAdam, Sidney Tarrow, and Charles Tilly created a great deal of interest in the "mechanisms" approach to social explanation with the publication of their Dynamics of Contention in 2001.  The book advocated for several important new angles of approach to the problem of analyzing and explaining social contention: to disaggregate the object of analysis from macro-events like "civil war," "revolution," "rebellion," or "ethnic violence" into the component social processes that recur in various instances of social contention; and to analyze these components as "causal mechanisms."  Here is how they define contentious politics:
By contentious politics we mean: episodic, public, collective interaction among makers of claims and their objects when (a) at least one government is a claimant, an object of claims, or a party to the claims and (b) the claims would, if realized, affect the interests of at least one of the claimants.  Roughly translated, the definition refers to collective political struggle. (5)
Here is the way they characterize the distinctive nature of the analysis offered in their new work:
This book identifies similarities and differences, pathways and trajectories across a wide range of contentious politics -- not only revolutions, but also strike waves, wars, social movements, ethnic mobilizations, democratization, and nationalism. (9)
And here is how they want to make systematic, explanatory sense of the heterogeneous examples of social contention that the world presents: to identify and investigate some common social mechanisms that work in roughly similar ways across numerous different instances of social contention.
Social processes, in our view, consist of sequences and combinations of causal mechanisms.  To explain contentious politics is to identify its recurrent causal mechanisms, the ways they combine, in what sequences they recur, and why different combinations and sequences, starting from different initial conditions, produce varying effects on the large scale....  Instead of seeking to identify necessary and sufficient conditions for mobilization, action, or certain trajectories, we search out recurrent causal mechanisms and regularities in their concatenation. (13)
They offer these definitions of the key analytical terms:
Mechanisms are a delimited class of events that alter relations among specified sets of elements in identical or closely similar ways over a variety of situations.
Processes are regular sequences of such mechanisms that produce similar (generally more complex and contingent) transformations of those elements.
Episodes are continuous streams of contention including collective claims making that bears on other parties' interests. (24)
They distinguish among environmental mechanisms ("externally generated influences on conditions affecting social life"), cognitive mechanisms ("operate through alterations individual and collective perception"), and relational mechanisms ("alter connections among people, groups, and interpersonal networks") (25-26).  And they offer a few examples of mechanisms: mobilization mechanisms, political identity formation mechanisms, and aggregation mechanisms.

The approach can be summarized in these terms:
Seen as wholes, the French Revolution, the American civil rights movement, and Italian contention look quite different from each other. ... Yet when we take apart the three histories, we find a number of common mechanisms that moved the conflicts along and transformed them: creation of new actors and identities through the very process of contention; brokerage by activists who connected previously insulated local clumps of aggrieved people; competition among contenders that led to factional divisions and re-alignments, and much more.  These mechanisms concatenated into more complex processes such as radicalization and polarization of conflict; formation of new balances of power; and re-alignments of the polity along new lines. (32-33)
This is roughly the conception of social ontology and explanation that was put forward in 2001, and it was a powerful challenge to a more positivistic methodology that insisted on looking for general laws of contention and uniform regularities governing things like revolutions and civil wars.

By 2007, however, Tarrow and Tilly found it necessary to reformulate their views to some degree; and this re-thinking resulted in Contentious Politics.  So what changed between the theory offered in 2001 and that restated in 2007?  The answer is, surprisingly little at the level of concept and method.

Tilly and Tarrow refer to three main lines of criticism of Dynamics of Contention to which they felt a need to respond:
Although that book stirred up a lively scholarly discussion, even specialists who were sympathetic to our approach made three justified complaints about it.  First, it pointed to mechanisms and processes by the dozen without defining and documenting them carefully, much less showing exactly how they worked.  Second, it remained unclear about the methods and evidence students and scholars could use to check out its explanations.  Third, instead of making a straightforward presentation of its teachings, it reveled in complications, asides, and illustrations. (xi)
What did not change between the two formulations was the conceptual foundation.  The key concepts of contentious politics, mechanisms, processes, and episodes are essentially the same in the 2007 book as in 2001.
Contentious politics involves interactions in which actors make claims bearing on someone else's interests, leading to coordinated efforts on behalf of shared interests or programs, in which governments are involved as targets, initiators of claims, or third parties.  Contentious politics thus brings together three familiar features of social life: contention, collective action, and politics. (4)
Further, they analyze contention in the same basic terms in 2007 as in 2001:
For explanation, we need additional concepts.  This chapter supplies four of them: the events and episodes of streams of contention and the mechanisms and processes that constitute them.
And their definitions of mechanisms and processes are unchanged:
By mechanisms, we mean a delimited class of events that alter relations among specified sets of elements in identical or closely similar ways over a variety of situations.  Mechanisms compound into processes.  By processes, we mean regular combinations and sequences of mechanisms that produce similar (generally more complex and contingent) transformations of those elements. (29)
One goal of the 2007 book is to simplify the discussion of mechanisms.  The authors highlight three mechanisms as being particularly central to episodes of contention:
  • Brokerage: production of a new connection between previously unconnected sites
  • Diffusion: spread of a form of contention, an issue, or a way of framing it from one site to another
  • Coordinated action: two or more actors' engagement in mutual signaling and parallel making of claims on the same object (31)
Other mechanisms that are discussed include social appropriation, boundary activation, certification, and identity shift (34).  And their key examples of processes are mobilization and de-mobilization -- each of which consists of a series of component mechanisms.

One difference between the two versions of the theory is more substantive.  In 2007 Tarrow and Tilly give greater priority to the performative nature of contentious politics: contentious performances and repertoires have greater prominence in the story offered in 2007 than in the analysis of episodes provided in 2001.  This is not a new element, since Tilly himself made extensive use of the ideas of performance and repertoire in his earlier analyses of French contentious politics; but the theme is given more prominence in 2007 than it was in 2001.

Overall, it seems reasonable to say that Contentious Politics expresses the same conceptual framework for researching and understanding contention as that found in Dynamics of Contention.  There is no fundamental break between the two works.  What has changed is more a matter of pedagogy and presentation.  The authors have sought to provide a more coherent and orderly presentation of the conceptual framework that they are presenting; and they have sought to provide an orderly and systematic analysis of the cases, in order to identify the mechanisms that recur across episodes.

Where additional work is still needed is at the level of conceptualization of causal mechanisms.  There is now a large body of discussion and debate about how to think about social causal mechanisms, and many observers are persuaded that the move to mechanisms is a very good way of getting a better grip on social explanation and analysis.  But how to define a social mechanism is still obscure.  The definition that MTT offer does not really seem satisfactory -- "a delimited class of events that alter relations among specified sets of elements in identical or closely similar ways over a variety of situations."  A mechanism is not an event (or a class of events); rather, it is a nexus between a cause and an effect; it is the pathway through which the cause brings about the effect.  It is a materially embodied set of causal powers and their effects.  But the specific formulation provided by MTT doesn't succeed in capturing any of these root ideas.

Various philosophers have attempted to specify more clearly the notion of a causal mechanism (Jon Elster, Explaining Social Behavior: More Nuts and Bolts for the Social Sciences; Hedstrom and Swedberg, Social Mechanisms: An Analytical Approach to Social Theory, my own Varieties Of Social Explanation: An Introduction To The Philosophy Of Social Science). We can give good examples of what we mean by a causal mechanism.  But to date, it seems that we have not yet been able to come up with a fully satisfactory definition of a causal mechanism.  (Here is a short conference paper by Tilly in 2007 that takes a different approach by linking the concept to Robert Merton's work; link.)

So the disaggregative approach that MTT advocate is a crucially important breakthrough in the study of complex social phenomena, and it seems convincing that it is "mechanisms" that disaggregation should lay bare.  Moreover, the idea of mechanisms aggregating to processes and constituting episodes is an intuitively compelling notion of how complex social phenomena are constituted.  These are genuinely important new ways of conceptualizing the complex social reality of contention and the task of providing descriptions and explanations of complex social episodes.  Contentious Politics is a very good presentation of these fundamental ideas.  What we don't yet have, however, is a fully convincing and fertile conception of the root idea, the notion of a causal mechanism.

Singular and generic causal assertions



It is worthwhile to notice that we can ask causal questions at two extremes of specificity and generality. We can ask why the Nicaraguan Revolution occurred—that is, what was the chain of circumstances that led to the successful seizure of power by the Sandinistas? This is to invite a specific historical narrative, supported by claims about causal powers of various circumstances. And we can ask why twentieth-century revolutionary movements succeeded in some circumstances and failed in others—that is, we can ask for an account of the common causal factors that influenced the course of revolution in the twentieth century. In the first instance we are looking to put forward a causal hypothesis about a particular event; in the latter we are seeking a causal explanation concerning the behavior of a class of events.

Take the idea that the outbreak of hostilities in World War I was caused by the assassination of Franz Ferdinand of Austria in 1914.  This claim might be supported by identifying a chain of events that proceeded from the assassination, to decisions in various capitals, to the mobilization of troops, to the outbreak of fighting.  The assassination was the spark that led to the conflagration.  But this is a purely singular chain of events, and there is no regular connection between occurrences of this set of events and the outbreak of war.  The sequence of causal links in this story involves pure contingency at many stages.  Assassinations don't generally cause wars; sometimes they do and sometimes they don't. Events in the category of "political assassination" do in fact have a set of causal powers -- through the influence that a political assassination can have on powerful decision-makers and public opinion.  But there is no single mechanism that links assassinations to the outbreak of war.

Consider an analogy with professional basketball.  We might ask the question, "What circumstances permitted the Pistons to defeat the Celtics in Game Seven of the NBA playoffs?"  And the answer may include a mix of general and particular factors: their guards were quicker, their center shut down the lane, the Piston's coach had a great game plan; as well as the entirely contingent events: two Celtics players collided at a critical moment, a three-point shot at the buzzer banged off the rim, there was a clock malfunction that gave the Pistons a breather.  The former types of factors are the sorts of things that might be used to attempt to explain basketball success over the course of a season and a full range of teams; these are common causal factors explaining success and failure.  The latter types of factors are fundamentally contingent and non-repeatable.  These are random events with respect to a basketball season.

Much inquiry in the social sciences has to do with singular causal processes (historical outcomes): individual revolutions, specific experiences of modernization and development, specific histories of collective action. Charles Tilly‘s career-long treatment of the collective political behavior of the French is a case in point; Tilly attempts to identify a characteristic tradition of French political action, and attempts to identify the historical occurrences which gave this tradition its specificity (Tilly 1986).  But Tilly is also interested in identifying common social mechanisms of contention; and this allows him to identify general causes as well as singular causes.

Historical investigation and "process tracing" permit us to analyze particular singular causal sequences—for example, "a floating iceberg caused the sinking of the Titanic." This kind of singular historical analysis permits discovery of the causal mechanisms and contingent happenings that were involved in the production of the event to be explained.

A general hypothesis about causation is based on a discovery of a pattern across a number of similar cases.  For example, Theda Skocpol's States and Social Revolutions: A Comparative Analysis of France, Russia and China attempts to discover causal regularities leading to the occurrence of revolution that emerge from study of a small number of particular revolutions, and Jeffrey Paige's Agrarian Revolution offers a large-N study of cases of revolution and rebellion to attempt to discover common causal conditions.  And through either type of study we might arrive at evidence supporting general causal claims like these: "the occurrence of subsistence crises is a causal factor in the occurrence of rebellion," "a strong state inhibits the occurrence of rebellion," and "international crises make rebellions more likely."

To assert that A’s are causes of B’s is to assert that there is a typical causal mechanism through which events of type A lead to events of type B. Here, however, we must note that there are rarely single sufficient conditions for social outcomes; instead, causes work in the context of causal fields. So to say that revolutions are causally influenced by food crisis, weak states, and local organization, is to say that there are real causal linkages from these conditions to the occurrence of revolution in specific instances.  If we have enough cases, then these causal mechanisms will also produce some regularities of association between the hypothesized causal factors and the outcome; but without a large number of cases these regularities will be difficult or impossible to discern.

To what extent is such a causal analysis of a unique event explanatory, rather than merely true? The account is explanatory if it identifies influences that commonly exert causal power in a variety of contexts, not merely the case of the French in 1848 or Russia in 1917. And a case study that invokes or suggests no implications for other cases, falls short of being explanatory.

I will put it forward as a methodological maxim that a causal assertion is explanatory only if it identifies a causal process that recurs across a family of cases. A historical narrative is an answer to the first sort of question (“why did this particular event come about?”); such a narrative may or may not have implications for more general causal questions. A true causal story is not always explanatory.

There is another issue raised by this topic of general and particular causal hypotheses, which has to do with the idea of "over-determination."  Return to the case of World War I.  It might be argued that there were broad structural forces at work that were steadily increasing the likelihood of war throughout 1912-1914 -- deepening economic and geographical conflicts of interest among the great powers, large-scale military planning by various governments, and a worsening arms race, for example; so war was "inevitable" with or without the spark created by the assassination of the Archduke.  If this event had not occurred, some other instigating event would have cropped up; so the conflagration was inevitable.  On this interpretation, the assassination of the Archduke was a critical part of the actual pathway leading to the outbreak of war; but there were many other hypothetical pathways that would have led to the same result.  So it is the background structural conditions that were the real and substantive causes of World War I -- not the contingent and accidental fact of the assassination in 1914.

Causal difference

I've recently read a very interesting recent book by Federica Russo, Causality and Causal Modelling in the Social Sciences: Measuring Variations (Methodos Series) on the philosophical issues that arise in causal reasoning about social phenomena. Russo is obviously a talented and dedicated philosopher, and the book is a highly interesting contribution.

Explanation is at the center of scientific research, and explanation almost always involves the discovery of causal relations among factors, conditions, or events. This is true in the social sciences no less than in the natural sciences. But social causes look quite a bit different from causes of natural phenomena. They result from the choices and actions of numerous individuals rather than fixed natural laws, and the causal pathways that link antecedents to consequents are less exact than those linking gas leaks to explosions. Here as elsewhere, the foundational issues are different in the social sciences; so a central challenge for the philosophy of social science is to give a good, compelling account of causal reasoning about social phenomena that does justice to the research problems faced by social scientists. Federica Russo has done so in this book. The book focuses on probabilistic causation and causal modeling, and Russo offers a rigorous and accessible treatment of the full range of current debates. Her central goal is to shed more light on the methods of causal modeling, and she succeeds admirably in this ambition. Causality and Causal Modelling in the Social Sciences makes an important and original contribution.

Her approach to problems in the methodology and philosophy of social science is what she calls the “bottom-up” approach. She works from careful analysis of specific examples of social science reasoning about causation, and works upward to more general analytical findings about causal reasoning as it actually works in the hands of skilled social scientists. She uses five concrete case studies as a vehicle for teasing out the logic of causal inference that is at work: smoking and lung cancer, mother's education and child survival, health and wealth in a population, farmers' migration patterns, and factors causing job satisfaction. She looks at the causal arguments advanced in studies in each of these areas as a way of discovering some of the fundamental logical features of causal inference. The examples are drawn from a wider range of the social and behavioral sciences than is usually the case -- demography, public health, and migration, for example. Her insight is that we can learn a great deal about social science research by looking at good examples of empirical and theoretical reasoning about social changes. I think this is exactly right: it is much better to discover the problems that percolate out of the practice of social inquiry rather than imposing a framework of philosophical expectations onto social science practice.

Russo focuses her attention on the problem of explaining variation: what causes the variation of a certain characteristic over a population of individuals or events. This focus on “variation” rather than “regularity” is very convincing; it provides an appropriate and insightful alternative approach to framing problems for social science research and explanation. She offers a very adept discussion and interpretation of the meaning of causal statements and causal reasoning in the social sciences. The book provides a rigorous contribution to the large literature on the logic of quantitative reasoning about causes of population characteristics. Her case studies are well selected and well done. The book is founded on a deep and rigorous understanding of the most recent philosophical and methodological work on causal modeling.

The author does a very good job of positioning her understanding of the meaning of causal modeling and causal judgments in the social sciences. She honestly addresses the position of “causal realism” and the view that good explanations depend on discovering or hypothesizing causal mechanisms underlying the phenomena. Her chapter on causal mechanisms is a significant contribution to this growing debate within the philosophy of social science; she correctly observes that we need to have greater precision in our discussion of what a causal mechanism is supposed to be.

The book will be of substantial interest to the social scientists, psychologists, demographers, and philosophers who are interested in current debates about the mathematics and philosophy of causal inference. Social scientists and philosophers such as Skyrms, Cartwright, Woodward, Pearl, and Lieberson have developed a very deep set of controversies and debates about the proper interpretation of causal inference. Russo’s book is a substantial contribution to these debates and will engage much the same audiences.

A range of causal questions

In considering important issues in the philosophy of the special sciences, I think it is always helpful to consider a variety of the kinds of intellectual challenges that arise in the area. This gives the philosopher something to work with -- not simply an apriori specification of an issue, but a nuanced set of examples.

So if we are interested in causal reasoning in the social sciences, we ought to pay attention to the kinds of causal questions that social scientists actually want to answer. Let's consider a range of causal questions that have arisen within historical and comparative sociology. In considering these examples, we should reflect on the types of analysis that would provide a satisfactory response to the question, and also the modes of research that would support an empirical response to the question.
  • What causes ethnic violence (Horowitz 1985)?
  • What caused ethnic violence in Rwanda?
  • What caused twentieth-century revolutions (Wolf 1969)?
  • What caused the Nicaraguan revolution?
  • Why did revolution unfold as it did in the Canton Delta in 1911 (Hsieh 1974)?
  • What factors enhance the likelihood of successful democratization (Przeworski 1991; Przeworski et al. 1996)?
  • What causes urban residential segregation (Schelling 1978)?
  • What causes political corruption (Klitgaard 1988)?
  • What factors explain the success or failure of anti-corruption reforms (Klitgaard 1988)?
  • What factors explain the East Asian economic miracle (Vogel 1991)?
  • Why are there more violent crimes per 1000 in the US than Western Europe?
  • Why was the political party of labor more successful in the UK than the US (Przeworski 1985)?
  • Why is infant mortality significantly lower in Sri Lanka than Brazil or Egypt (Drèze and Sen 1989, 1995)?
  • Why do millenarian cults occur in the post-colonial world (Adas 1979)?
  • Why was agricultural technology stagnant in late imperial China (Elvin 1973)?
  • Why are rural people more politically conservative than urban people?
  • Why do social tastes and styles change as they do (Lieberson 2000)?
  • Why did the name “Joshua” lose frequency in the United States in the 1990s (Lieberson 2000)?
  • Why did the New England Patriots win the 2003 Super Bowl (Lieberson 1997)?
  • Why did the political culture of corporations remain powerful among French workers in the 19th century (Sewell 1980)?
  • Why did the heavy wheeled plough diffuse in the geographical pattern that it did in medieval France (Bloch 1966)?
  • How did the socialist and republican parties of Spain mobilize the lower working class in support of their programs?
  • How did the Solidarity Movement in Poland preserve its organization in face of state repression in the 1980s?
  • Was the fact of skewed sex ratios in rural China a necessary condition for the occurrence of banditry and rebellion? Was this fact a contributing condition?
  • Why was there no broad-based militant movement of the poor in the United States during the Great Depression?
  • Why do restaurants commonly add a gratuity of 18% for parties of 6 or more?
We can learn a great deal about causal inquiry by reflecting briefly on a number of these examples. There is a common thread among these examples, in that each topic directs inquiry towards the question, “What are the causal conditions that give rise to a given social or historical outcome?” But there are a number of important differences among these examples as well. Some are about a category of outcome (“twentieth-century revolution” or “ethnic violence”), whereas others are about a historically specific outcome (the Nicaraguan revolution, the Rwandan genocide, the 2003 Super Bowl). Some are about large and publicly salient events, structures, and mentalities (states, revolutions, political cultures); others are about small-scale and unnoticed social characteristics (the frequency of first names). And there are numerous other nuances that emerge from consideration of these examples.

In each case it is a promising research strategy to attempt to discover the underlying social mechanisms that give rise to the outcome -- none of these examples suggests a purely statistical approach to the problem. So inquiry into the "microfoundations" of the causal relations that are uncovered is needed. And second, many of these examples suggest research approaches that make use of the methods of comparative historical sociology and case-study methodology. The techniques of "process-tracing" and small-N comparison of cases should help to arrive at empirically supportable theories of the causal relations that underlie these groups of phenomena.

How do new ideas get used?

Economic development and growth depend chiefly on innovation -- new products, processes, materials, and modes of organization that can create new opportunities in the marketplace. Business creation and economic growth depend upon innovation. This means creating new products that consumers want or need, improving the performance or safety of the product, or improving the cost and efficiency of the process of production and distribution. So a critical element in economic development is the discovery and development of new ideas -- often technical and scientific ideas. Google, Apple, and Pfizer are examples of industries that created brand new markets for products based on innovations in science and engineering (search technologies, user-friendly computing devices, cholesterol regulating drugs).

Universities are places where highly specialized and talented people are in the business of making discoveries and further developing or refining existing ideas. So we might expect that universities would also be potent sources of economic growth. New ideas surface in engineering, science, or medical research facilities; they are quickly recognized for their potential applications in the marketplace; and entrepreneurs or existing businesses capitalize on them and move them quickly to the marketplace. The basis for this expectation is a familiar one within an Adam Smith sort of framework: new ideas are a potential source of new wealth, and rational maximizers will quickly identify these new wealth opportunities and will quickly and efficiently develop them.

We might expect that this is the case. But surprisingly enough, this picture seems not to be born out in experience. What seems much more true as a description of the process of research and discovery, is that most ideas do not move into the process of commercialization and business development. In fact, it seems like a fairly believable guess that there exist today in the stock of university research discoveries, the makings of dozens of billion-dollar industries and hundreds or thousands of million-dollar industries -- and that these ideas are likely enough to remain dormant for a very long time. Most ideas are not fully developed as business ventures, not because they are not viable, but because the activity of recognizing the market potential of an idea and developing it commercially is itself an extended effort that requires imagination and creativity, and this is not usually either the strength or the priority of the working research scientist.

So what is the obstacle to the full and efficient development of potentially profitable new innovations? Part of the problem is the separation that exists between the research community and the business community. The person who understands the new technology or scientific innovation does not usually understand the commercial potential of the idea, and usually does not have much of a practical idea of what is involved in commercializing an innovation. The research scientist in a university is largely motivated by the rewards of academic progress: publication, the gaining of grants to support future research, and the rewards of prestige that go with academic success. The gap between the technical characteristics of the innovation and the steps that would need to be taken in order to transform this innovation into a business venture is also a very wide one. A research scientist may have developed a technique for coating metals that permits the metal to preserve an electrical charge. But it is not self-evident how this innovation might be developed into new products or processes that have the potential for creating substantial new markets or profits. The researcher who conducts the basic research leading to the innovation usually has little knowledge or interest in the applications that might be possible. And the challenge of bridging the gap between the innovation and some of its potential commercial applications may demand an equally creative and time-consuming period of intellectual and practical work as did the original discovery -- and this is likely to be a form of effort that is foreign to the research scientist.

It might be thought that innovation-oriented investors are among the important mechanisms that help to identify potentially valuable ideas and innovations and move them to successful businesses. "Angel" investors and venture capital firms are certainly filling part of the role of "innovation spotters" in the modern economy. But even this mechanism seems incomplete, in the sense that potentially valuable engineering and scientific research activity generally remains invisible to the investor community until an entrepreneurial researcher brings it forward along with a business plan. So there is a wide information gap between the researcher, the investor, and the business entrepreneur.

These observations suggest two things. First, our economy could be strengthened if we had a substantially more efficient system of identifying innovations as they occur in laboratories throughout the country, and moving these innovations into productive applications. And second, the story seems to suggest that there is a niche available in our economy that would provide profitable opportunities for businesses that are specifically designed to seek out these innovations and innovators and facilitate the transition from idea to product.

Thomas Hughes' detailed history of electric power is a very important illustration of several aspects of this complex story (Networks of Power: Electrification in Western Society, 1880-1930). Hughes demonstrates how long the chain of development is between basic science and useable technology; he also highlights the many contingencies that occur along the way, as electric power generation technology is developed into a mass industry using alternating current. One of the most frequently discussed examples of technology innovation and business development is the story of how the innovations in computer interfaces (the mouse, WYSIWYG editing, Windows-style interface) that were created by Xerox PARC found their way into the multi-billion dollar industry of personal computing. Douglas Smith and Robert Alexander emphasize the business mistakes that many people attribute to Xerox in this story in Fumbling the Future: How Xerox Invented, Then Ignored, the First Personal Computer, while Michael Hiltzik's Dealers of Lightning: Xerox PARC and the Dawn of the Computer Age provides a more favorable version of the story.

Causing public opinion

It is interesting to consider what sorts of things cause shifts in public opinion about specific issues. This week's national election is one important example. But what about more focused issues -- for example, the many ballot initiatives that were considered in many states? To what extent can we discover whether there is a measurable effect on public opinion by the organized efforts of advocacy groups through advertising and other strategies for reaching the minds of voters?

In these cases we might imagine that voters have a prior set of attitudes towards the issue -- perhaps including a large number of "don't know/don't care" people. Then a set of advocates form to lobby the public pro and con. They mount campaigns to influence voters' opinions towards the option they prefer. And on the day of the election voters will indicate their approval -- often in ratios quite different from those that were measured in pre-campaign surveys. So something happened to change the composition of public opinion on the issue. The question here is whether it is possible to estimate the effects of various possible influencers.

This seems like potentially a very simple area of causal reasoning about social processes. The outcome variable is fairly observable through polling and the final election, and the interventions are also usually observable as well, both in timing and magnitude. So the world may present us with a series of interventions and outcomes that support fairly strong causal conclusions -- for example, "each time ad campaign X hits the airwaves in a given market, there is an observed uptick in support for the proposition." It is unlikely that the correlation occurred as a result of random variations in both terms; we have a theory of how advertising influences voters; and we conclude that "ad campaign X was a causal factor in shaping voter opinion in this time period." (It is even possible that X played a role in both segments of opinion, resulting in an up-tick in both yes and no responses. Then we might also judge that X was effective at polarizing voters -- not the effect the strategist would have aimed at.)

This is an example of singular causal reasoning, in that it has to do with one population, one issue, and a specific series of interventions. What would be needed in order to arrive at a conclusion with generic scope -- for example, "advertising along the lines of X is generally effective in increasing support for its issue"? The most straightforward argument to the generic conclusion would be a study of an extended set of cases with a variety of strategies in play. If we discover something like this -- "In 80% of cases where X is included in the mix it is observed to have a positive effect on opinion" -- then we would have inductive reason for accepting the generic causal claim as well. This is basic experimental reasoning.

Take a hypothetical issue -- a referendum on a proposal for changing the system the state uses for assessing business taxes. Suppose that a polling firm has done weekly polling on the question and has recorded "yes/no/no opinion" since October 2007. Suppose that two organizations emerged in December to advocate for and against the proposal; that each raised about $5 million; and that each included an advertising campaign in its strategy. Suppose further that the "no" campaign also included a well-organized effort at the parish level to persuade church members to vote against the measure on religious grounds and the "yes" campaign included a grassroots effort to get university students and staff to be supportive of the measure on pro-science and pro-economy grounds. And suppose each organization mounted a "new media" campaign using email lists and web comminication to make its case. Finally, suppose we have good timeline data about the occurrence and volume of media spots throughout the period of June through November.

This scenario involves three types of causes, a timeline representing the application of the interventions, and a timeline representing the effects. From this body of data can we arrive at estimates of the relative efficacy of the three treatments? And does this set if conclusions provide credible guidance for other campaigns over other issues in other places?

There is also the question of the efficacy of the implementation of the strategies. Take the ad campaigns. Whether a specific campaign succeeds in changing viewers' opinions depends on the content, message, and production quality. Does the message resonate with a target segment of voters? Does the production design stimulate emotions that will lead to the desired vote? So evaluating efficacy needs to be done across instances of media as well as across varieties of media. (This is the function of focus groups and snap polls -- to evaluate the effects of specific messages and production choices on real voters.)

How the calendar matters

It is interesting to consider how the timing of a routine social event can have a major effect on outcomes. Malcolm Gladwell observes that the most talented Canadian hockey players in the NHL are disproportionately likely to have birthdays in the months of January or February in his recent book, Outliers: The Story of Success. Observers of the current US presidential election may speculate that, if the financial crisis of September had occurred in May, the outcome of the election might have been different. The generation of Americans born around 1915 are much like those born around 1945 -- except for the searing experience their generation had of the great depression.

The lesson to be drawn here might seem to be the obvious and trivial one -- context matters in human affairs. Because youth hockey leagues define the age of a player based on his age on December 31, the January children have a major advantage in size and physical development over the November children. And this advantage creates a small headstart that amplifies over time. The fact that the financial crisis of 2008 created a major disadvantage for the McCain ticket less than 60 days ahead of the election made it very difficult for the candidate to recover in the polls. The cohort experience of poverty and insecurity made the 1920 generation much more risk averse than the 1950 generation. So context and the timing of contextual events matters.

But perhaps the importance of the calendar goes deeper than this. In an earlier posting I discussed Victor Lieberman's discovery of an unexpected synchronicity of political change at the far ends of Eurasia, over the course of a millenium. We tried to understand this pattern in terms of hypothetical social mechanisms that might have produced these parallels. But what is striking about the example is not simply the fact that there must have been underlying causal mechanisms; it is that the result is a weakly synchronized system of events -- that is, a system of events with a regular temporal association -- that might never have been noticed.

What this suggests to me is that the social sciences can profitably give more attention to the temporal features of social phenomena -- the simultaneous experiences a group of people would have had in virtue of being part of the same age cohort, the temporal parallels that might exist between the rise of a mass ideology and the sales of particular books, the accidents of simultaneity that have major repercussions decades later. Causal analysis implicitly imposes a temporal structure on events (causes precede effects). But often the research goal is to strip away the particular timing and temporal context, and to treat causal structures purely abstractly. And this means deliberately taking causal pairs out of their particular temporal contexts and comparing them with temporally disconnected alternative examples.

Causal mechanisms

The central tenet of causal realism is a thesis about causal mechanisms or causal powers. We can only assert that there is a causal relationship between X and Y if we can offer a credible hypothesis of the sort of underlying mechanism that might connect X to the occurrence of Y. The sociologist Mats Ekström puts the view this way: “the essence of causal analysis is ... the elucidation of the processes that generate the objects, events, and actions we seek to explain” (Ekstrom 1992, p. 115). Authors who have urged the centrality of causal mechanisms for both explanatory and purposes include Nancy Cartwright (Nature's Capacities and Their Measurements), Jon Elster (Explaining Social Behavior: More Nuts and Bolts for the Social Sciences), Rom Harré (Causal Powers), and Wesley Salmon (Scientific Explanation and the Causal Structure of the World). (Hedstrom and Swedberg's collection, Social Mechanisms: An Analytical Approach to Social Theory, is a useful source. An important advocate for a realist interpretation of science is Roy Bhaskar's A Realist Theory of Science.)

Nancy Cartwright is one of the most original voices within contemporary philosophy of science. Cartwright places real causal mechanisms at the center of her account of scientific knowledge. As she and John Dupré put the point, “things and events have causal capacities: in virtue of the properties they possess, they have the power to bring about other events or states” (Dupré and Cartwright 1988). Cartwright argues, for the natural sciences, that the concept of a real causal connection among a set of events is more fundamental than the concept of a law of nature. And most fundamentally, she argues that identifying causal relations requires substantive theories of the causal powers (capacities, in her language) that govern the entities in question. Causal relations cannot be directly inferred from facts about association among variables. As she puts the point, “No reduction of generic causation to regularities is possible” (Nature's Capacities and Their Measurements, p. 90). The importance of this idea for sociological research is profound; it confirms the notion shared by many researchers that attribution of social causation depends inherently on the formulation of good, middle-level theories about the real causal properties of various social forces and entities.

What is a causal mechanism? Consider this formulation: a causal mechanism is a sequence of events, conditions, and processes leading from the explanans to the explanandum (Varieties Of Social Explanation, p. 15). A causal relation exists between X and Y if and only if there is a set of causal mechanisms that connect X to Y. This is an ontological premise, asserting that causal mechanisms are real and are the legitimate object of scientific investigation.

Aage Sørensen summarizes a causal realist position for sociology in these words: “Sociological ideas are best reintroduced into quantitative sociological research by focusing on specifying the mechanisms by which change is brought about in social processes” (Sørensen 1998, p. 264). He argues that sociology requires better integration of theory and evidence. Central to an adequate explanatory theory, however, is the specification of the mechanism that is hypothesized to underlie a given set of observations. “Developing theoretical ideas about social processes is to specify some concept of what brings about a certain outcome—a change in political regimes, a new job, an increase in corporate performance, … The development of the conceptualization of change amounts to proposing a mechanism for a social process” (239-240). Sørensen makes the critical point that one cannot select a statistical model for analysis of a set of data without first asking the question, what in the nature of the mechanisms we wish to postulate to link the influences of some variables with others? Rather, it is necessary to have a hypothesis of the mechanisms that link the variables before we can arrive at a justified estimate of the relative importance of the causal variables in bringing about the outcome.

The general nature of the mechanisms that underlie sociological causation has been very much the subject of debate. Two broad approaches may be identified: agent-based models and social influence models. The former follow the strategy of aggregating the results of individual-level choices into macro-level outcomes; the latter attempt to identify the factors that work behind the backs of agents to influence their choices. (Sørensen refers to these as “pull” and “push” models; Sørensen, 1998.) Thomas Schelling’s apt title Micromotives and Macrobehavior captures the logic of the former approach, and his work profoundly illustrates the sometimes highly unpredictable results of the interactions of locally rational behavior. Jon Elster has also shed light on the ways in which the tools of rational choice theory support the construction of largescale sociological explanations (The Cement of Society: A Survey of Social Order). The second approach (the “push” approach) attempts to identify socially salient influences such as race, gender, educational status, and to provide detailed accounts of how these factors influence or constrain individual trajectories—thereby affecting sociological outcomes.

Emphasis on causal mechanisms for adequate social explanation has several salutary effects on sociological method. It takes us away from uncritical reliance on uncritical statistical models. But it also may take us away from excessive emphasis on large-scale classification of events into revolutions, democracies, or religions, and toward more specific analysis of the processes and features that serve to discriminate among instances of large social categories. Charles Tilly emphasizes this point in his arguments for causal narratives in comparative sociology (Tilly 1995). He writes, “I am arguing that regularities in political life are very broad, indeed transhistorical, but do not operate in the form of recurrent structures and processes at a large scale. They consist of recurrent causes which in different circumstances and sequences compound into highly variable but nonetheless explicable effects” (Tilly 1995, p. 1601).
