Emergence

One view that has been taken about the causal properties of social structures is that they are emergent: they are properties that appear only at a certain level of complexity, and do not pertain to the items of which the social structure is composed. This view has a couple of important problems, not least of which is one of definition. What specifically is the idea of emergence supposed to mean? And do we have any good reasons to believe that it applies to the social world?

An important recent exponent of the view in question is David Elder-Vass in The Causal Power of Social Structures: Emergence, Structure and Agency. Elder-Vass is in fact specific about what he means by the concept. He defines a property of a compound entity or structure as emergent when the property applies only to the structure itself and not to any of its components.
A thing ... can have properties or capabilities that are not possessed by its parts. Such properties are called emergent properties. (4)
An emergent property is one that is not possessed by any of the parts individually and that would not be possessed by the full set of parts in the absence of a structuring set of relations between them. (17)
But, as I argued in an earlier post, this is such a tame version of emergence that it doesn't seem to add much. By E-V's criterion, most properties are emergent -- the sweetness of sugar, the flammability of woven cotton, the hardness of bronze.

What gives the idea of emergence real bite -- but also makes it fundamentally mysterious -- is the additional idea that the property cannot be derived from facts about the components and their arrangements within the structure in question. By this criterion, none of the properties just mentioned are emergent, because their characteristics can in principle be derived from what we know about their components in interaction with each other.

This is the concept of emergence that is associated with holism and anti-reductionism. Essentially it requires us to do our scientific work entirely at the level of the structure itself -- discover system-level properties and powers, and turn our backs on the impulse to explain through analysis.

A kind of compromise view is offered by Herbert Simon in his conception of a complex system in a 1962 article, "The Architecture of Complexity" (link). Here is how he defines the relevant notion of complexity:
Roughly, by a complex system I mean one made up of a large number of parts that interact in a nonsimple way. In such systems, the whole is more than the sum of the parts, not in an ultimate, metaphysical sense, but in the important pragmatic sense that, given the properties of the parts and the laws of their interaction, it is not a trivial matter to infer the properties of the whole. In the face of complexity, an in-principle reductionist may be at the same time a pragmatic holist. (468)
Here Simon favors a view that does not assert ontological independence of system characteristics from individual characteristics, but does assert pragmatic and explanatory independence. In fact, his position seems equivalent to the supervenience thesis: social facts supervene upon facts about individuals. But the implication for research is plain: it is useless to pursue a reductionist strategy for understanding system-level properties of complex systems.

A recent issue of Philosophy of the Social Sciences contains three interesting contributions to different aspects of this topic. Mariam Thalos ("Two Conceptions of Fundamentality") and Shiping Tang ("Foundational Paradigms of Social Sciences") are both worth reading. But Poe Yu-ze Wan's "Emergence a la Systems Theory: Epistemological Totalausschluss or Ontological Novelty?") is directly relevant to the question of emergence, so here I'll focus on his analysis.

Wan distinguishes between two schools of thought about emergence, associated with Niklas Luhmann and Mario Bunge.  Luhmann's conception is extravagantly holistic, whereas Bunge's conception is entirely consistent with the idea that emergent characteristics are nonetheless fixed by properties of the constituents. Wan argues that Luhmann has an "epistemological" understanding of emergence -- the status of a property as emergent is a feature of its derivability or explicability on the basis of lower-level facts.  Bunge's approach, on the other hand, is ontological: even if we can fully explain the higher-level phenomenon in terms of the properties of the lower level, the property itself is still emergent.  So for Bunge, "emergence" is a fact about being, not about knowledge.  Wan also notes that Luhmann wants to replace the "part-whole" distinction with the "environment-system" distinction -- which Wan believes is insupportable (180).  Here is a statement from Luhmann quoted by Wan:
Whenever there is an emergent order, we find the the elements of a presupposed materiality- or energy-continuum … are excluded.  Total exclusion (Totalausschluss) is the condition of emergence. (Luhmann, Niklas. 1992. Wer kennt Wil Martens? Eine Anmerkung zum Problem der Emergenz sozialer System.  Kolner Zeitschrift fur Soziologie und Sozialpsychologie 44(1): 139-42, 141)
And here is Bunge's definition of emergence, quoted by Wan:
To say that P is an emergent property of systems of kind K is short for "P is a global (or collective or non-distributive) property of a system of kind K, none of whose components or precursors possesses P. (Emergence and Convergence: Qualitative Novelty and the Unity of Knowledge, 15)
Bunge's position here is exactly the same as the conception offered by Elder-Vass above.  It defines emergence as novelty at the higher level -- whether or not that novelty can be explained by facts about the constituents.  Bunge's conception is consistent with the supervenient principle, in my reading, whereas Lumann's is not.

Wan provides an excellent review of the history of thinking about this concept, and his assessment of the issues is one that I for one agree with.  In particular, his endorsement of Bunge's position of "rational emergentism" seems to me to get the balance exactly right: social properties are in some sense fixed by the properties of the constituents; they are nonetheless distinct from those underlying properties; and good scientific theories are justified in referring to these emergent properties without the need of reducing them or replacing them with properties at the lower level.  This is what Simon seems to be getting at in his definition of complex systems, quoted above; and it seems to be equivalent to the idea of explanatory autonomy argued in an earlier post.

My own strategy on this issue is to avoid use of the concept of emergence and to favor instead the idea of explanatory autonomy. This is the idea that mid-level system properties are often sufficiently stable that we can pursue causal explanations at that level, without providing derivations of those explanations from some more fundamental level (link).

The explanatory challenge is very clear: if we want to explain meso-level outcomes on the basis of reference to emergent system characteristics, we can do so.  But we need to have good replicable knowledge of the causal properties of the emergent features in order to develop explanations of other kinds of outcomes based on the workings of the system characteristics.  I would also add that we need to have confidence that the hypothesized system-level characteristics do in fact possess microfoundations at the level of the individual and social actions that underly them; or, in other words, we need to have reason for confidence that the emergent properties our explanations hypothesize do in fact conform to the supervenient relation.

Supervenience and social entities


What is the ontological status of social entities -- kinship systems, police departments, religious movements?  And what is the status of causal powers of social entities?  Do we need to "reduce" social entities to the compounds of individuals who make them up? And do we need to derive the causal properties of social entities from the characteristics and interactions of the individuals who make them up? In short, do we need to be reductionist about the social world?

This is a question that arises in many of the "special" sciences, including in particular psychology and neuroscience.  A basic premise of contemporary philosophy is that all phenomena are composed of physical entities, processes, and systems. The mind-body problem is the most immediate place where physicalism does some important work. Mind-body dualists held that mental states were independent from physical states, whereas physicalists insist that mental states are embodied in physical processes and systems.

It is plain enough that we make use of a vocabulary that doesn't appear to invoke physical states when we talk about people's actions and states of mind. When I decide to have tofu for dinner, or when I experience the taste of hot sesame oil, I am engaging in a mental act or qualitative state. "Deciding", "experiencing", and "having qualitative states" all appear to be terms that refer to private mental states. The physicalist takes it as a piece of ontological certainty, however, that these "mental" states are fully and entirely constituted by the physical substrates of the brain and nervous system.

So what do physicalists have in mind when they say that the phenomena to which these terms refer are really physical states? There are several possibilities:
  • eliminative materialism: mental states do not exist, and we need to give definitions of mental terms that allow us to eliminate them in favor of physical terms [reductionism]
  • non-eliminative materialism: mental states exist, but they are wholly and exhaustively caused by physical states
  • epiphenomenalism: mental states are by-products of physical states without causal powers to influence subsequent physical states
  • supervenience: mental states depend upon physical states and nothing else, but it is difficult and unnecessary to reduce facts about mental states to facts about physical states
Is there an analogous situation in the social sciences? Is individualism for the social sciences strongly analogous to physicalism for the natural sciences? Is there something ontologically dubious about referring to social entities and causes?

There is nothing peculiar about the idea that some entities are complex assemblages of other, simpler entities. Virtually every entity that we have an interest in is a compound of simpler entities -- genes, enzymes, or the insulin molecule depicted above.  A table has characteristics that depend on the physical features and arrangement of the materials that make it up, but those "table" characteristics are very different from the features of the composing elements -- hardness, stability, load-bearing capacity, etc. And there is no reason whatsoever to insist that "tables do not exist -- only bits of wood exist."  Tables are identifiable composite objects, and they have causal properties that we can invoke in explanations.  So the fact that there are characteristics of the composite that are dissimilar from the characteristics of the elements is not peculiar.  And this is entirely true of social entities as well.  The efficiency or corruptibility of a tax-collecting bureau is not a characteristic of the individuals who compose it; it is rather a system-level characteristic that derives from the incentives, oversight mechanisms, and physical infrastructure of the organization.

So composite entities are not suspect in general. However, there are a couple of challenging questions that we need to confront about composite entities.  First, can we explain the properties of the composite by knowing everything about the properties of the elements and the nature of their arrangement and interactions?  Can we derive the properties of the whole from the properties of the components?  Take metallurgy: can we derive the properties of the alloy from the physical characteristics of the tin and copper which make it up?  Or are there "emergent" properties that somehow do not depend solely on the properties of the components?

Second, can we attribute causal powers to composite entities directly, or do we need to disaggregate causal claims about the aggregate onto some set of claims about the causal powers of the elements?  Do we need to disaggregate the load-bearing capacity of the table onto a set of facts about the properties of the elements (legs, table top) and their configuration?  It is certainly true that we can derive the load-bearing capacity of the table from this set of facts; this is what civil engineers do in modeling bridges, for example.  The philosophical question is whether we ought to regard this causal property as simply a way of summarizing the underlying physics of the table, or as a stable causal property in its own right.

One appealing answer that has been offered to the question of the relationship between levels of entities is the theory of supervenience.  This theory is largely the work of philosopher Jaegwon Kim over the past thirty years. Here is a recent synthesis of his views (Physicalism, or Something Near Enough). He summarizes the basic idea in these terms:
It will suffice to understand [supervenience] as the claim that what happens in our mental life is wholly dependent on, and determined by, what happens with our bodily processes. (14)
And here is how Julie Zahle puts the point in her contribution to Turner and Risjord's Philosophy of Anthropology and Sociology:
Social entities, their properties, actions, etc. may be said to supervene upon individuals, their actions, and so on, insofar as: (1) there can be no difference at the level of social wholes, their properties, actions, etc., unless there is also a difference at the level of individuals, their properties, actions, and so on; (2) individuals, their actions, etc. fix or determine what kinds of social wholes, properties, etc. are instantiated. (327)
Does the idea of supervenience help answer the question of the ontological status of social entities?  Is it helpful to judge that social entities supervene upon facts about individuals and nothing else?  And does this leave room for the idea of social causation and relative explanatory autonomy?  Are we able to acknowledge the dependence of the social world on facts about individuals without abandoning the idea that there is social causation and social science?

Perhaps surprisingly, Kim thinks that the theory will not assist us in the last two ways, at least when it comes to psychology:
This view [supervenience] provides the burgeoning science of psychology and cognition with a philosophical rationale as an autonomous science in its own right: it investigates these irreducible psychological properties, functions, and capacities, discovering laws and regularities governing them and generating law-based explanations and predictions. It is a science with its own proper domain untouched by other sciences, especially those at the lower levels, like biology, chemistry, and physics. 
This seductive picture, however, turns out to be a piece of wishful thinking, when we consider the problem of mental causation--how it is possible, on such a picture, for mentality to have causal powers, powers to influence the course of natural events. (15)
So I am in a quandary at the moment: I favor the idea of "relatively autonomous social explanations" (link), I like the idea of regarding social entities as legitimate compound entities that don't require elimination, and I think of the theory of supervenience as providing some authority for these views.  And yet Kim himself seems to reject this line of thought when it comes to the special sciences of psychology and cognitive science.  Kim seems to want to argue that higher level sciences cannot claim relative autonomy; in this respect his own view seems to be reductionist.

What seems clear to me can be summarized in just a few points:
  • Social entities and facts are determined and constituted by facts about individuals, their beliefs, their relations, and their actions.  So social entities and facts do in fact supervene upon facts about individuals.
  • Social entities do have causal properties that can be discovered without needing to eliminate them in terms of properties of individuals.  
  • The requirement of microfoundations is crucial because it establishes the intellectual discipline required by the first point: we must be able to validate that the claims we make about social properties and causal powers can be provided microfoundations at the level of socially situated individuals.
  • There is a legitimate and defensible level of explanation at which social scientists can hypothesize social properties and causal capacities; so there is a place for a "relatively autonomous" social science.  We are not forced to be reductionist.
  • The "social" is not inherently puzzling in the way that the "mental" is.  Social entities are more analogous to chairs and proteins than they are to thoughts and qualia: they are complex entities whose system-level characteristics are the ultimate effects of the interactions and properties of the individual elements that constitute them.  We often cannot trace out exactly how the properties of the whole derive from the properties of the components; but we don't need to do so except in unusual circumstances.

More on meso causation

A recent post considered the question, do organizations have causal powers? There I argued that they do, in a number of ways. Here I'd like to return to these claims and see how they disaggregate onto subvening circumstances, including especially patterns of individual and group activity. The italicized phrases are extracted from the earlier post.
  • First, the rules and procedures of the organization may themselves have behavioral consequences that lead consistently to a certain kind of outcome.
How do rules and procedures causally affect the behavior of the actors who participate in them? (a) Through training and inculcation. The new participant is exposed to training processes designed to lead him/her to internalize the procedures and norms governing his/her function. (b) Through formal enforcement. Supervisors are institutionally charged to enforce the rules through direct observation and feedback. (c) Through the normative example of other participants, including informal sanctions by non-supervisors for "wrong" behavior. (d) Through positive incentives administered by supervisors and mid-level functionaries. Each of these avenues for influencing the behavior of an actor within an organization depends on the actions and motivations of other actors within the organization. So we have the recursive question, what factors influence the behavior of those actors? And the answer seems to be: all actors find themselves within a dynamic system of behavior by other actors, frequently maintaining an equilibrium of reproduction of the rules and roles.
  • Second, different organizational forms may be more or less efficient at performing their tasks, leading to consequences for the people and higher-level organizations that are depending on them.
Institutions designed to do similar work may differ in their functioning because of specific differences in the implementation of roles and processes within the organization. This is a system characteristic of the particular features and interactions of the rules and processes of the organization, along with the expected behaviors of the participants. It is also a causal characteristic: implementing system A results in greater efficiency at X than implementing B. The underlying causal reality that needs explanation is how it comes to pass that participants carry out their roles as prescribed--which takes us back to the first thesis.
  • Third, the discrepancy between what the rules require of participants and what the participants actually do may have consequences for the outputs of the organization.
This causal claim highlights the difference between formal and informal procedures and practices within an organization. Informal practices can be highly regular and reproducible. In order to incorporate their implications into our analysis of the workings of the organization we need to accurately understand them; so we need to do some organizational ethnography to identify the practices of the organization. But in principle, the logic of explanation we provide on the basis of informal practices is exactly the same as those offered on the basis of the formal rules of the organization.
  • Fourth, the specific ways in which incentives, sanctions, and supervision are implemented differentiate across organizations.
This is one of the key insights of the "new institutionalism." The specific design of the institution in terms of opportunities and incentives presented to participants makes a large difference in actors' behavior, and consequently a large difference to the system-level performance of the institution. Tweaking the variable of the level in the organization's hierarchy that needs to sign off on expenditures at a given level has significant effects on behavior and system properties. On the one hand, higher-level sign-off may serve to restrain spending. On the other hand, it may make the organization more unwieldy in responding to opportunities and threats.
  • Fifth, the organization has causal powers with respect to the behavior of the individuals involved in the organization.
This factor parallels thesis 1 but is meant to refer to longterm effects on behavior and personality. The idea here is that immersion in a particular organization and its culture creates a distinctive social psychology in the people who experience it. They may acquire habits of thought, ways of responding to new circumstances, higher or lower levels of trust of others, and so forth, in ways that influence their behavior in the broader society. The idea of an "organization man" falls in this category of influence. The organization influences the individual's behavior, not just through the immediate system of rewards and punishments, but through its ability to shape his/her more permanent social psychology.

There are only two fundamental causal paths identified here. The causal properties of the organization are embodied in the patterns of coordinated actions undertaken by the actors who are involved; and these orderly patterns create system effects for the organization as a whole that can be analyzed in abstraction from the individuals whose actions constitute the micro-level of the social entity.

The most obvious causal property of an organization is bound up in the function of the organization. An organization is developed in order to bring about certain social effects: reduce pollution or crime, distribute goods throughout a population, provide services to individuals, seize and hold territory, disseminate information. These effects occur as a result of the coordinated activities of people within the organization. When organizations work correctly they bring about one set of effects; when they break down they bring about another set of effects. Here we can think about organizations in analogy with technology components like amplifiers, thermostats, stabilizers, or surge protectors. This analogy suggests we think about the causal powers of an organization at two levels: what they do (their meso-level effects) and how they do it (their micro-level sub-mechanisms).

Relative explanatory autonomy

In an earlier post I indicated a degree of disagreement with the premises of analytical sociology concerning the validity of methodological individualism (link). This disagreement comes down to three things.

First, for reasons I've referred to several times here and elsewhere (link), I prefer to refer to methodological localism rather than methodological individualism.
This theory of social entities affirms that there are large social structures and facts that influence social outcomes. But it insists that these structures are only possible insofar as they are embodied in the actions and states of socially constructed individuals. The “molecule” of all social life is the socially constructed and socially situated individual, who lives, acts, and develops within a set of local social relationships, institutions, norms, and rules. I believe that the ideas of localism and socially constructed, socially situated actors do a better job of capturing the social molecule that underlies larger social processes than the simple idea of an "individual". Structural individualism seems to come to a similar idea, but less intuitively.

Second, the requirement of providing microfoundations for social assertions is preferable to methodological individualism because it is not inherently reductionist (link). A microfoundation is:
a specification of the ways that properties, structural features, and causal powers of a social entity are produced and reproduced by the actions and dispositions of socially situated individuals. (link)
We need to be confident that our theories and concepts about social structures, entities, and forces appropriately supervene upon facts about individuals; but we don't need to rehearse those links in every theory or explanation. In other words, we can make careful statements about macro-macro and macro-meso links without proceeding according to the logic of Coleman's boat -- up and down the struts. Jepperson and Meyer make this point in "Multiple Levels of Analysis and the Limitations of Methodological Individualisms" (link), and they offer an alternative to Coleman's macro-micro boat that incorporates explanations referring to meso-level causes (66).


Third, these points leave room for a meta-theory of relative explanatory autonomy for social explanations. The key insight here is that there are good epistemic and pragmatic reasons to countenance explanations at a meso-level of organization, without needing to reduce these explanations to the level of individual actors. Here is a statement of the idea of relative explanatory autonomy, provided by a distinguished philosopher of science, Lawrence Sklar, with respect to areas of the physical sciences:
Everybody agrees that there are a multitude of scientific theories that are conceptually and explanatorily autonomous with respect to the fundamental concepts and fundamental explanations of foundational physical theories. Conceptual autonomy means that there is no plausible way to define the concepts of the autonomous theories in terms of the concepts that we use in our foundational physics. This is so even if we allow a rather liberal notion of “definition” so that concepts defined as limit cases of the applicability of the concepts of foundational physics are still considered definable. Explanatory autonomy means that there is no way of deriving the explanatory general principles, the laws, of the autonomous theory from the laws of foundational physics. Once again this is agreed to be the case even if we use a liberal notion of “derivability” for the laws so that derivations that invoke limiting procedures are still counted as derivations. (link)
The idea of relative explanatory autonomy has been invoked by cognitive scientists against the reductionist claims of neuro-scientists. Of course cognitive mechanisms must be grounded in neurophysiological processes. But this doesn't entail that cognitive theories need to be reduced to neurophysiological statements. Sacha Bem reviews these arguments in "The Explanatory Autonomy of Psychology: Why a Mind is Not a Brain" (link). Michael Strevens summarizes some of these issues in "Explanatory Autonomy and Explanatory Irreducibility" (link). And here Geoffrey Hellman addresses the issues of reductionism and emergence in the special sciences in "Reductionism, Determination, Explanation".

These arguments are directly relevant to the social sciences, subject to several important caveats. First is the requirement of microfoundations: we need always to be able to plausibly connect the social constructs we hypothesize to the actions and mentalities of situated agents. And second is the requirement of ontological and causal stability: if we want to explain a meso-level phenomenon on the basis of the causal properties of other meso-level structures, we need to have confidence that the latter properties are reasonably stable over different instantiations. For example, if we believe that a certain organizational structure for tax collection is prone to corruption of the ground-level tax agents and want to use that feature as a cause of something else -- we need to have empirical evidence supporting the assertion of the corruption tendencies of this organizational form.

Explanatory autonomy is consistent with our principle requiring microfoundations at a lower ontological level. Here we have the sanction of the theory of supervenience to allow us to say that composition and explanation can be separated. We can settle on a level of meso or macro explanation without dropping down to the level of the actor. We need to be confident there are microfoundations, and the meso properties need to be causally robust. But if this is satisfied, we don't need to extend the explanation down to the actors.

Woven throughout this discussion are the ideas of reduction and emergence. An area of knowledge is reducible to a lower level if it is possible to derive the statements of the higher-level science from the properties of the lower level. A level of organization is emergent if it has properties that cannot be derived from features of its components. The strong sense of emergence holds that a composite entity sometimes possesses properties that are wholly independent from the properties of the units that compose it. Vitalism and mind-body dualism were strong forms of emergentism: life and mind were thought to possess characteristics that do not derive from the properties of inanimate molecules. Physicalism maintains that all phenomena -- including living systems -- depend ultimately upon physical entities and structures, so strong emergentism is rejected. But physicalism does not entail reductionism, so it is scientifically acceptable to provide explanations that presuppose relative explanatory autonomy.

Once we have reason to accept something like the idea of relative explanatory autonomy in the social sciences, we also have a strong basis for rejecting the exclusive validity of one particular approach to social explanation, the reductionist approach associated with methodological individualism and Coleman's boat. Rather, social scientists can legitimately aggregate explanations that call upon meso-level causal linkages without needing to reduce these to derivations from facts about individuals. And this implies the legitimacy of a fairly broad conception of methodological pluralism in the social science, constrained always by the requirement of microfoundations.

Peter Demeulenaere on analytical sociology

Here is another take on the core features of analytical sociology, this time from Peter Demeulenaere in the introduction to his very interesting recent collection on the subject, Analytical Sociology and Social Mechanisms. The volume includes thirteen essays by leading experts grouped around "Actions and Mechanisms," "Mechanisms and Causality," and "Approaches to Mechanisms," and it is an important further contribution to the framework of analytical sociology. (The volume is also available in an affordable Kindle edition; Analytical Sociology and Social Mechanisms.)

Demeulenaere makes several basic points. First, he holds that AS is not just another new paradigm for sociology. Instead, it is a reconstruction of what valid explanations on sociology must look like, once we properly understand the logic of the social world. He believes that much existing sociology conforms to this set of standards -- but not all. And the non-conformers are evidently condemned to being judged non-explanatory. So this sets a claim of a very high level of authority over the whole field -- what Ronald Jepperson and John Meyer refer to as micro-chauvinism (link, 57). Here are several of Demeulenaere's statements of the intended scope of AS:
Analytical sociology should not therefore be seen as a manifesto for one particular way of doing sociology as compared with others, but as an effort to clarify (“analytically”) theoretical and epistemological principles which underlie any satisfactory way of doing sociology (and, in fact, any social science). The social sciences already command a considerable stock of substantive descriptions and explanations; and some of the alternatives to these are either redundant, or resistant to proof, even false or imprecise, quite regardless of their status with respect to one or other established paradigm. Analytical sociology should seek to define a set of sound epistemological and methodological principles underlying all previously established and reliable sociological findings. The aim of analytical sociology is to clarify the basic epistemological, theoretical and methodological principles fundamental to the development of sound description and explanation. The most important aspect of the analytical approach should be to clarify the strategy by which we endeavour to separate and conceptualize different elements entering into descriptions and explanations of the social world, so that we might understand their mutual relationships, and in particular the causal links existing among them. (Kindle loc 139)
Second, Demeulenaere provides a long, detailed, and helpful analysis of the doctrine of methodological individualism and its current status. He believes that criticisms of MI have usually rested on a small number of misunderstandings, which he attempts to resolve. For example, MI is not "atomistic", "egoistic", "non-social", or exclusively tied to rational choice theory. He prefers a refinement that he describes as structural individualism, but essentially he argues that MI is a universal requirement on social science.
The two core ideas behind MI, first expressed by John Stuart Mill and Carl Menger, and subsequently by Weber, can be expressed very simply:

-- Social life exists only by virtue of actors who live it;
-- Consequently a social fact of any kind must be explained by direct reference to the actions of its constituents.

These two simple propositions remain central to the analytical approach; we therefore have to address the problem of the relationship between MI and AS. This section is directed to a brief exposition of the problem. (Kindle loc 183)
This is important, because it involves two separate assertions: social things are composed of individual actions and nothing else; and "therefore" social outcomes must be explained on the basis of facts about individual actions. But the inference doesn't hold -- more in an upcoming post on explanatory autonomy.

Demeulenaere specifically disputes the idea that MI implies a separation between society and non-social individuals. He believes that even the originators -- Watkins and Mill, for example -- recognized that individuals are social organisms. But he believes this recognition can be folded into a consistent elaboration of MI that he describes as structural individualism:
The combination of these two approaches can be called “structural individualism” (Wippler 1978; Udehn 2001). Any serious attempt to reflect on a social situation should deploy both in turn. Their combination is in some respect illustrated by Coleman‘s famous “boat” (1986, 1990). It remains a central aspect of analytical sociology. (kl 246)
That said, Demeulenaere fully endorses the idea that AS depends upon and presupposes MI:
Does analytical sociology differ significantly from the initial project of MI? I do not really think so. But by introducing the notion of analytical sociology we are able to make a fresh start and avoid the various misunderstandings now commonly attached to MI. (kl 318)
Third, Demeulenaere holds that AS depends closely on the methodology of social causal mechanisms. The "analytical" part of the phrase involves identifying separate things, and the social mechanisms idea says how these things are related. Demeulenaere gives a compressed history of the development of this framework over the past decade or so.
Analytical sociology incorporates an affirmation that “social facts” are generated, triggered, produced, brought about, or “caused” by individual actions which themselves are in some sense “caused”, or at least partly determined by, the constraints presented by the social environments and situations in which such actions take place.

Therefore the focus has to be on the causal “process” occurring at the action level. The idea that there are laws directly implemented at a macro level can be easily rebutted, since the effectiveness of the outcome necessarily leads to the “active” level, the level of action. One general implication of the notion of “mechanism” is to move analysis away from an “inactive” level to an “active” level, where effective actions occur. A strong correlation between variables should not therefore be interpreted in causal terms unless a mechanism linking the two dimensions is identified, mechanisms involving effective actions. (kl 378)
So causal mechanisms are expected to be the components of the linkages between events or processes hypothesized to bear a causal relation to each other. And, more specifically to the AS approach, the mechanisms are supposed to occur solely at the level of the actors--not at the meso or macro levels. So this means that AS would not countenance a meso-level mechanism like this: "the organizational form of the supervision structure at the Bopal chemical plant caused a high rate of maintenance lapses that caused the accidental release of chemicals." Both features are meso-level factors or conditions, and it would appear that AS would require that their causal properties be unpacked onto individual actors' behavior.

I, on the other hand, would maintain that this is a perfectly legitimate social mechanism because we can readily supply its microfoundations at the behavioral level. So this suggests that we can legitimately refer to meso-level mechanisms as long as we are mindful of the microfoundations requirement. And this corresponds as well to the tangible fact that institutions have causal force with respect to individuals -- a point Demeulenaere acknowledges here:
Hence we commonly encounter the fact that, one set of actors having at a certain point adopted a norm, or built up an institution, it then become more difficult for actors subsequently coming onto the scene to adopt another norm, or replace the institution. But this is never impossible. (kl 372)
There is quite a bit of the framework of AS that I find appealing and constructive. Moreover, several of the core premises line up well with assumptions I've argued for in my own philosophy of social science -- microfoundations, causal mechanisms, and agent-centered ontology, for example. Where there appear to be a few inches of separation between the views is on the subject of reductionism and explanatory autonomy. I will return to these differences in an upcoming post.

Abbott on mechanisms

Peter Hedstrom and Richard Swedberg's Social Mechanisms: An Analytical Approach to Social Theory (1998) announced to the world the power of social mechanisms as a foundation for social explanations. It was based on a conference on this approach in Stockholm in 1996, and the volume includes contributions by outstanding authorities such as Thomas Schelling, Jon Elster, Aage Sorensen, and Arthur Stinchcombe (among others).

One person whom it does not include is Andrew Abbott. Abbott did indeed participate in the conference, but his contribution was not included in the volume when it appeared in 1998. The article did appear subsequently, however, in a special volume of Sociologica in 2007, with discussions by Delia Baldassarri, Gianluca Manzo, and Tommaso Vitale. (Here is a link to Abbott's essay and to his reply to discussants.) And the whole debate is worth reading. Abbott's piece is a serious challenge to the ontology of mechanisms. And each of the discussants in the Sociologica volume bring important criticisms and perspectives to the table.

Essentially Abbott takes issue with the mechanisms approach because it attempts to analyze the social world into fixed "atoms" of causal events (mechanisms and actors) rather than a more contextual ontology of relations and actions.
I shall consider the mechanisms movement from the viewpoint of a different theoretical tradition, one that focuses on the processual and relational character of social life and that traces its roots to pragmatism. (2)

By the relational view I mean the notion that the meaning of an action is comprehensible only when it is situated in social time and place. A fundamental assumption of the mechanism view as set out here is that the meaning of a certain activity is given in itself. By contrast, the relational view assumes that the meaning of an action arises from its relations to other actions – both temporally, as a successor and a forerunner in coherent sequences of social events, and structurally, as a vertex in a synchronic ensemble of actions. Beneath this lies a more profound assumption that actions, not actors, are the primitives of the social process. The substratum of social life is interaction, not biological individuals who act. (7)
Abbott agrees with the CM approach in its rejection of a positivist search for statistical regularities among social characteristics -- what he refers to as the variables paradigm -- but he isn't persuaded by the ontology of mechanisms. He prefers actions to actors, and he prefers relationships linked to their contexts in time and place to portable mechanisms.

The most important part of Abbott's article is his positive argument for the primacy of a relational approach and actions-in-context instead of unitary actors.  Much of this line of thought comes down to Abbott's view that actors and agency are deeply socially constructed; so it doesn't make sense to take the actor as a given who then deliberates about options.
Making interaction primitive makes it possible to give an account of the self.  By making the self be continuously recreated in the flow of interaction we bring it out of the realm of assumptions and into that of investigation.  At the same time, by making interaction primitive we allow for the endless interplay of cross-individual structural definitions of the flow of action, an interplay that is an evident fact in social life. (8)
For the relational account defines an act as a making of relations within a scene.... Social actors are cobbled together by actions that turn existing potential boundaries into actual ones. (9) 
I am arguing the stronger point that the acting self is continuously remade in interaction and that the environment of possible endowments and contrasts--the environment of others and past experiences--provides the ground whence comes this remaking. (12)
Another central thrust of Abbott's critique of the mechanism approach is that it is "reductionist" and depends on a rational-choice model of the actor. Essentially his line of argument is this: the mechanism approach requires microfoundations for macro-causal mechanisms; microfoundations presuppose rational actors; and therefore macro-facts are being reduced to facts about rational individuals. Each of these links is debatable, however, and in fact several of the discussants in the Sociologica volume question each of them. Essentially, many advocates of microfoundations (including me) insist on a richer theory of the actor than narrow economic rationality. And others -- for example, Dave Elder-Vass -- maintain that microfoundations don't imply reductionism either. (He prefers the idea of supervenience; I prefer explanatory autonomy; link.)

Delia Baldassarri highlights this issue in her comment, when she talks about the strengths and weaknesses of methodological individualism:
This approach has been quite successful in explaining "macro-phenomena that are emergent effects of the interdependent but uncoordinated actions of many individuals" [Mayntz 2004, 250]. The same approach has been less effective, however, in accounting for dynamics of identity construction, interest formation, boundary definition and institutional change, and in general, for social processes where macro-level states cannot be considered as given. (2)
Gianluca Manzo's comment is the most extensive of the three in the Sociologica volume.  His careful assessment leads him to conclude that Abbott overstates the incompatibility between "mechanisms" and "relations," and overstates as well the degree to which the analytical sociology perspective is "reductionist".  Manzo advocates for what he calls "complex methodological individualism", and concludes that:
The "relational sociology" that Abbott defends is inconceivable without the "mechanismal sociology" (AS) he critiques.  
One feature of Abbott's article gives it its own particular relationality: he illustrates his meaning by describing a prolonged disagreement he had as a dean with the president of the University of Chicago over admissions recruitment strategies. His point, seemingly, is that the strategy chosen by the president presumes a rational-actor theory of college choice, and it further misunderstands the true priorities and considerations that motivate prospective UC students.
More important, we might phrase the difference by saying that the relational model is interested in how a student becomes a person who matriculates at the University of Chicago. (15)
The inference: if UC is to continue to recruit the edgy, intellectual and quirky undergraduates it has been famous for, it will need to have a more nuanced understanding of the whole process. Or in the context of mechanisms versus relations: it won't do to think a marketing can pull the lever on a strategy (mechanism) and expect to get the desired result. Rather, we need a more contextualized and relational approach. There is no recipe of mechanisms -- grounded, moreover, in a rational expectations theory -- that will do the job. Instead, Abbott advises a relational, processual approach to college marketing: figure out the kinds of identities the desired segment of high school students are trying to make for themselves, and construct a series of experiences around that.

In many ways I find Abbott's essay more original than several in the original Hedstrom-Swedberg volume. So it's unfortunate that it wasn't included. It could have influenced the subsequent discussions very fruitfully.

Readers will also be interested in a recent collection edited by Pierre Demeulenaere that serves as a valuable follow-on to the original Hedstrom-Swedberg volume, Analytical Sociology and Social Mechanisms. It includes a piece by a German philosopher and sociologist whose work on this subject I admire, Michael Schmid, as well as contributions from Dan Sperber, Raymond Bouton, Jon Elster, Robert Sampson, and others. Schmid's Die Logik mechanismischer Erklarungen (2006) isn't available in English, which is unfortunate. The causal mechanisms approach has been picked up internationally, including an interesting book on the subject by the Italian sociologist Filippo Barbera (Meccanismi Sociali; Elementi di sociologia analitica; 2004).

Gabriel Tarde's rediscovery


Gabriel Tarde was an important rival to Emile Durkheim on the scene of French sociology in the 1880s and 1890s.  Durkheim essentially won the field, however, and Tarde's reputation diminished for a century. Durkheim's social holism and a search for social laws prevailed, and the sociology of individuals and the methodology of contingency that Tarde had constructed had little influence on the next several generations of sociologists in France.  In the 1990s, however, several important strands of thought were receptive to a rediscovery of Tarde's thinking; Gilles Deleuze and Bruno Latour each found elements in Tarde's thinking that provided intellectual antecedent and support for ideas of their own.  In the past fifteen years or so there has been a significant revival of interest in Tarde.

An important volume edited by Matei Candea represents the most extensive reconsideration of Tarde's views of sociology to date.  Contributors to The Social after Gabriel Tarde: Debates and Assessments provide highly provocative and stimulating discussions of various aspects of Tarde's philosophy of sociology, and the book represents an important contribution to new thinking about the social sciences.  The introductory essay by Candea is very useful and is available for free as a sample of the Kindle edition.  Bruno Latour's contribution to the volume is available on Latour's website (link), as are two short pieces on Latour's thoughts about Tarde (link, link).

Several aspects of Tarde's philosophy of sociology stand out.  First is his rejection of Durkheim's holism.  He was consistently critical of the idea of finished social wholes; instead, he recommended a focus on the components of social interactions and practices.  This might be understood as a focus on the individual and his/her psychological properties (methodological individualism); but it also might be seen as a more radical disassembly of the social into sub- and supra-individual constructions.  This is where Latour finds inspiration; he suggests that Tarde is an intellectual precursor to Actor Network Theory (ANT), which does not give ontological priority to either individuals or social wholes.

Another important feature of Tarde's philosophy of the social is his emphasis on heterogeneity and contingency within the social.  He revels in the fact of variation among and within social processes, and he emphasizes the deep degree of contingency that characterizes social outcomes.  Here is one example in Social Laws: "Science is the co-ordination of phenomena regarded from the side of their repetitions.  But this does not mean that differentiation is not an essential mode of procedure for the scientific mind" (8).

The contributors to the Candea volume illustrate this deep contingency in a different way; they ask the question of how the science of sociology might have developed differently if Tarde's views had taken deeper root.  Here is how Candea puts this point in the opening words of the volume:
Some theorists have intersected with history in such an odd way that they seem to require an introduction in the form of a thought experiment: What if Durkheimian sociology had had, from the very beginning, a thoughtful and vocal opponent; one who queries the 'thingness' of the social and the holistic, bounded nature of societies and human groups; one who accused Durkheim of disregarding the contingency of history in the search for scientific 'structure'; one who proposed a radical reversal of the organic analogy, claiming that organisms are societies and not the other way around; one who foregrounded imitations, oppositions and inventions where Durkheim saw conformism to a rule as the key component of the social; one who had already found a way to dissolve the linked contrasts between individual and society, micro and macro, agency and structure, freedom and constraint -- Durkheim's main (and for many, troublesome) legacy to twentieth-century social science?
And, of course, that critic is none other than Tarde.

Here are a few of Tarde's ideas as expressed in his 1897 volume, Social Laws: An Outline of Sociology (translated into English in 1899).
Thus science consists in viewing any fact whatsoever under three aspects, corresponding, respectively, to the repetitions, oppositions, and adaptations which it contains, and which are obscured by a mass of variations, dissymmetries, and disharmonies. The relation of cause to effect, in fact, is not the only element which properly constitutes scientific knowledge. (9)
Here is a schematic philosophy of science -- an account of what sociology consists of.  Tarde emphasizes the discovery of both regularities and variations:
These reflections were needed in order to show what sociology must be, if it is to deserve the name of science, and along what paths sociologists must guide its course, if they wish to see it assume, unchallenged, its proper rank. Like every other science, it will attain this only when it has gained, and is conscious of possessing, its own domain of repetitions, its own domain of oppositions, and its own domain of adaptations, each characteristic of itself and belonging wholly to itself. Sociology can only make progress when it succeeds in substituting true repetitions, oppositions, and harmonies for false ones, as all the other sciences have done before it. And in place of repetitions, oppositions, and adaptations that are true but vague, it must find others that become ever more exact as it advances. (10)
And on a central tenet of methodological individualism--the idea of the strict determination of the whole as a consequence of the characteristics of indistinguishable individual components:
I believe that none of the above-mentioned differences, including even the mere variety of arrangement and random distribution of matter throughout space, can be explained on the theory of exactly similar atomic elements—an hypothesis so dear to chemists, who are in this respect the real metaphysicians; I do not see that Spencer’s so-called law of the instability of the homogeneous explains anything. And hence, I believe that the only means of explaining this exuberant growth of individual differences upon the surface of phenomena is by assuming that they spring from a motley array of elements, each possessing its own individual characteristics. (15)
And rather than seeking out high-level generalizations and regularities about the social world, Tarde advocates for more specific and granular studies:
Fortunately, screened and sheltered from view by these ambitious generalizations, certain less venturesome workers strove, with greater success, to formulate other more substantial laws concerning the details. Among these should be mentioned the linguists, the mythologists, and above all the economists. These specialists in sociological fields discovered various interesting relations among successive and simultaneous facts, which recurred constantly within the limits of the narrow domain they were examining. (18)
Tarde explicitly rejects John Stuart Mill's particular version of methodological individualism:
In some quarters the feeling has existed that we must look to psychology for any general explanation of the laws and pseudo-laws of economics, language, mythology, etc. No man held to this view with greater force and clearness than John Stuart Mill. At the end of his Logic he represents sociology as a species of applied psychology. Unfortunately he did not analyze the concept carefully enough; and the psychology to which he looked for the key to social phenomena was merely individual psychology—the branch which studies the interrelations of impressions and imagery in a single mind, believing that everything within this domain can be explained according to the laws of association of these elements. Thus conceived, sociology became a sort of enlarged and externalized English associationism, and was in a fair way to lose its originality. (19)
And here is an explicit rejection of a particular kind of Durkheimian social fact -- the idea of a national character:
Sooner or later, one must open his eyes to the evidence, and recognize that the genius of a people or race, instead of being a factor superior to and dominating the characters of the individuals (who have been considered its offshoots and ephemeral manifestations) is simply a convenient label, or impersonal synthesis, of these individual characteristics; the latter alone are real, effective, and ever in activity; they are in a state of continual fermentation in the bosom of every society, thanks to the examples borrowed and exchanged with neighboring societies to their great mutual profit. (27)
Here is how Bruno Latour summarizes his appreciation of Tarde in "Gabriel Tarde and the End of the Social" (link):
And yet, I want to argue in this chapter, through a close reading of his recently republished most daring book, Monadologie et sociologie (M&S), that Tarde introduced into social theory the two main arguments which ANT has tried, somewhat vainly, to champion:
a) the nature and society divide is irrelevant for understanding the world of human interactions ;
b) the micro/macro distinction stifle any attempt at understanding how society is being generated.
In other words, I want to make a little thought experiment and imagine what the field of social sciences would have become in the last century, had Tarde's insights been turned into a science instead of Durkheim's. Or may be it is that Tarde, a truly daring but also, I have to admit, totally undisciplined mind, needed a rather different century so as to be finally understood. 
Latour ends his contribution to the Candea volume with an intriguing section called "Digital traceability ... Tarde's vindication?".  The key idea here is that the twenty-first century permits social scientists to go decisively and transparently beyond the primitive aggregative statistics that underlay Durkheim's approach to the "social whole."  Tarde, and Latour, look at Durkheim's social whole as no more than a crude statistical aggregation of data; and, according to Latour, Tarde had envisioned a time when the statistics and quantitative data deriving from social behavior would be transparent and visible.  This, Latour suggests, is becoming true.  Today we can look at social data at a full range of levels of aggregation, moving back and forth from the micro to the macro with ease.  Here is Tarde's version of the vision:
If Statistics continues to progress as it has done for several years, if the information which it gives us continues to gain in accuracy, in dispatch, in bulk, and in regularity, a time may come when upon the accomplishment of every social event a figure will at once issue forth automatically, so to speak, to take its place on the statistical registers that will be continuously communicated to the public and spread abroad pictorially by the daily press.
And here is Latour's comment:
It is indeed striking that at this very moment, the fast expanding fields of "data visualization", "computational social science" or "biological networks" are tracing before our eyes, just the sort of data Tarde would have acclaimed. ... Digital navigation through point-to-point datascapes might, a century later, vindicate Tarde's insights.
This is only the briefest of samplings from Tarde's work, from one short book.  But it is perhaps enough to give substance to the idea that Tarde is as much of an innovative founder of scientific sociology as Weber, Marx, or Durkheim; and he is a thinker from whom a new generation of sociologists can gain new ideas.

Norbert Elias on the individual


Norbert Elias opens his 1987 book The Society of Individuals with these words:
The relation of the plurality of people to the single person we call the "individual", and of the single person to the plurality, is by no means clear at present. But we often fail to realize that it is not clear, and still less why. We have the familiar concepts "individual" and "society", the first of which refers to the single human being as if he or she were an entity existing in complete isolation, while the second usually oscillates between two opposed but equally misleading ideas. Society is understood either as a mere accumulation, an additive and unstructured collection of many individual people, or as an object existing beyond individuals and incapable of further explanation. In this latter case the words available to us, the concepts which decisively influence the thought and action of people growing up within their sphere, make it appear as if the single human being, labelled the individual, and the plurality of people conceived as society, were two ontologically different entities.
This Preface was written around the time of the publication of the volume in 1987; but the core of the book was originally written in the context of the composition of Elias's 1939 book, The Civilizing Process: Sociogenetic and Psychogenetic Investigations.  So the ideas expressed in the primary essay of the book belong to the classic period of the development of his thought.

What is striking about this paragraph is Elias's insistence, essentially, that we don't know what we are referring to when we use the terms "individual" and "society."  He rejects the twin views of "individualism" and "holism", and he wants to arrive at a conception of "individual/society" that avoids the polarity between the two.

I interpret Elias's analysis here in a way that roughly parallels the intuition I was grappling with in formulating the idea of "methodological localism" (link).  Fundamentally, the idea is that we can't take the individual out of society or society out of the individual; instead, we begin with the socialized individual and build up more complex social processes and structures.  Here is a passage from the Preface that anticipates this idea of the socially constructed individual:
The entire stock of social patterns of self-regulation which the individual has to develop within himself or herself in growing up into a unique individual, is generation-specific and thus, in the broader sense, society-specific. My work on the civilizing process therefore showed me very clearly that something which did not arouse shame in an earlier century could be shameful in a later one, and vice versa - I was well aware that movements in the opposite direction were also possible.  But no matter what the direction, the evidence of change made clear to what extent individual people are influenced in their development by the position at which they enter the flow of the social process. (viii)
So individuals are socially and historically constructed; there is no such thing as the "pre-social" or "extra-social" individual.  Here is another statement of this point:
At birth individual people may be very different through their natural constitutions. But it is only in society that the small child with its malleable and relatively undifferentiated mental functions is turned into a more complex being. Only in relation to other human beings does the wild, helpless creature which comes into the world become the psychologically developed person with the character of an individual and deserving the name of an adult human being. (21)
But there are also dynamic and individuating features of societies; societies are distinct in ways that ultimately derive from the characteristics of existing individuals:
Society, as we know, is all of us; it is a lot of people together. But a lot of people together in India and China form a different kind of society than in America or Britain; the society formed by many individual people in Europe in the twelfth century was different from that in the sixteenth or the twentieth century. And although all these societies certainly consisted and consist of nothing other than many individuals, the change from one form of living together to another was clearly unplanned by any of these individuals.  (3)
What we lack - let us freely admit it - are conceptual models and an overall vision by which we can make comprehensible in thought what we experience daily in reality, by which we could understand how a large number of individuals form with each other something that is more and other than a collection of separate individuals - how they form a "society", and how it comes about that this society can change in specific ways, that it has a history which takes a course which has not been intended or planned by any of the individuals making it up. (7)
And here is how Elias suggests that we commonly think about social reality:
One section of people approaches sociohistorical formations as if they had been designed, planned and created, as they now stand before the retrospective observer, by a number of individuals or bodies. ... The opposing camp despises this way of approaching historical and social formations. For them the individual plays no part at all. ... A society is conceived, for example, as a supra-individual organic entity which advances ineluctably towards death through stages of youth, maturity and age. (4-5)
It appears that Elias frames a false dichotomy here when he asks how society came about: either specific individuals planned and intended that social institutions should have specific functions, or a society is a whole that possesses its own dynamics of development.  But there is a third possibility: social institutions have their current characteristics because of the actions and choices of countless individuals; but these characteristics are largely the unintended consequence of the strategic interactions among many individuals.  So individual agency lies behind social institutions and structures; but these agents are usually operating within the framework of a limited set of goals and beliefs that have nothing to do with the eventual shape of the social institution.

So we need to follow Elias's suggestion and look for new metaphors for understanding the relation between "society" and "individual."  We need metaphors that work better for the third option -- society as the unintended assemblage of many strategic activities of individuals.  Here is one: we might think of a social institution as a potlach supper rather than a seven-course meal designed by a chef.  Or, to use a metaphor explored in an earlier posting, we can understand society along the lines of a flea market: a somewhat orderly affair that derives from the separate and sometimes coordinated actions of hundreds of participants (link).  And in fact, Elias actually uses a similar metaphor:
And even in each present moment, people are in more or less perceptible motion. What binds the individuals together is not cement. Think only of the bustle in the streets of a large city: most of the people do not know each other. They have hardly anything to do with each other. They push past each other, each pursuing his or her own goals and plans. They come and go as it suits them. Parts of a whole? The word "whole" is certainly out of place, at least if its meaning is determined solely by a vision of static or spatially closed structures, by experiences like those offered by houses, works of art or organisms. (13)
Here is another interesting metaphor that Elias explores as a way of capturing "the social" -- the complex intertwining of behavior in formal dance.
Let us imagine as a symbol of society a group of dancers performing court dances, such as the frangaise or quadrille, or a country round dance. The steps and bows, gestures and movements made by the individual dancer are all entirely meshed and synchronized with those of other dancers. If any of the dancing individuals were contemplated in isolation, the functions of his or her movements could not be understood. The way the individual behaves in this situation is determined by the relations of the dancers to each other. (19)
But within the bustle of the street or the coordination of the dance there is an underlying order (just as we found in thinking about the flea market analogy):
The invisible order of this form of living together, that cannot be directly perceived, offers the individual a more or less restricted range of possible functions and modes of behaviour. By his birth he is inserted into a functional complex with a quite definite structure; he must conform to it, shape himself in accordance with it and perhaps develop further on its basis. (14)
And this order poses a problem for individualism:
This network of functions within a human association, this invisible order into which individual purposes are constantly being introduced, does not owe its origin simply to a summation of wills, a common decision by many individual people. (15)
But here the false dichotomy mentioned above is important.  It doesn't take an announced master plan to create a peasant militia or an age-specific practice of dating and courtship; rather, a series of opportunistic choices are made over time, by a number of different actors, leading to an institution that has characteristics that were intended by no one (see illustrations in Elizabeth Perry, Rebels and Revolutionaries in North China, 1845-1945).

This is an interesting and important contribution to the philosophy of society.  I'm inclined to think, though, that Elias does a better job of situating the "socialized, civilized individual" than he does in conceptualizing the social institution or structure.  There is a persistent structural-functionalism in the language, and a persistent attempt to attribute intentional design to social institutions, that fail to deliver on the promise of arriving at a better way of understanding both aspects of the "individual-society" relationship.

Are social networks fundamental?



There are several natural starting points when we begin thinking seriously about the social world and how it works. For example, we can begin with individual agents and try to understand social patterns as the expression of common features of reasoning and motivation by stylized agents. This is roughly the strategy underway in rational choice theory, neoclassical economics, game theory, and methodological individualism. Or we might begin with an account of group attributes -- race, class, gender, ethnicity, religion. This is roughly the way in which Durkheim, Giddens, and Du Bois begin -- with a kind of macro-social set of categories in terms of which we attempt to understand social structure and behavior.

The concept of a social network doesn't fit neatly into either category. It is larger than a collection of individuals, in that we have to specify a set of relationships among individuals in order to define a social network. But it is much more concrete and agent-based than the super-categories of race, class, or gender turn out to be. So my question here is a fundamental one: Is the concept of a social network one of a very small number of concepts that must be invoked in virtually every kind of social explanation? As such, is the concept of a social network, and the associated concepts of concrete social relationships it brings with it, a fundamental component of any satisfactory social ontology?  And does the concept of a social network define a crucial space between the micro and the macro?  (A good recent effort to link social networks theory to an important area of social science research is Mario Diani and Doug McAdam, Social Movements and Networks: Relational Approaches to Collective Action.)

A couple of points are pretty obvious. One is that social networks do in fact constitute a key causal mechanism underlying many social processes. We can explain important features of social and political life by identifying the concrete social networks that exist within the population: the transmission of ideas, knowledge, and styles through a population; the selection of important leaders in government and industry; the effective reach of the state; the course of mobilization within a community around an important issue; and the effectiveness of a terrorist group, to name a few examples. A second point is that networks have specific features of topology and functioning that have causal consequences that are largely independent from the personal characteristics of the people who constitute it. For example, information may travel more quickly through a network of people containing many midsized nodes than one containing just a few mega-hubs. And this structural fact may suffice to explain some social outcomes: for example, this rebellion succeeded (because of rapid transmission of information) whereas that one petered out (because of ineffective communications).

Consider two very different examples of group behavior: synchronized cheering in a stadium and the spread of boycotts in Alabama in the early 1960s. The first case involves no social network at all. Cheerleaders stationed around the field initiate the chant as the noise moves to their part of the stadium, and many fans respond when called. Fan behavior is explained by the fan's observation of the behavior of other fans and the motions of the cheerleader. The boycotts had a different dynamic. Organizations emerged which set about to mobilize support for the strategy of boycott. Some of this effort took the form of public calls to action. But a larger part of the mobilization occurred through the workings of extended networks of engaged people -- ministers, union activists, student organizations, and civil rights groups. And the effectiveness and pattern of dissemination of the call to action depended critically on the scope and structure of each of these networks of networks -- networks among leaders of diverse organizations and subordinate networks clustered around each leader. These examples seem to lead to a couple of observations. One is that social networks are not critical for every form of social action. But the exceptions are pretty simple cases of spontaneous coordination. And second, the example of civil rights mobilization illustrates very clearly why we should expect that social networks are usually crucial. The reason is straightforward: almost all social outcomes require a degree of coordination, communication, and mobilization. A social network is not the only way of bringing these factors about -- cheerleaders and television stations can do it too. But the causal importance of social networks is likely to be great in many cases. And for this reason it seems justified to conclude that social networks are in fact fundamental to social explanation.  Likewise, it appears correct to say that they function as bridging mechanisms from micro to macro, in that they help to convey the actions of local agents onto larger social outcomes (and back!).

John Stuart Mill as a social science founder


John Stuart Mill was Britain's leading thinker when it came to issues having to do with logic and scientific knowledge in the mid-nineteenth century. His System of Logic was first published in 1843 and was reprinted in numerous editions, and it constituted a comprehensive treatment of scientific knowledge and inference within the empiricist tradition. The book devoted an entire section to the logic of what Mill referred to as the "moral sciences" (Book VI, published separately as The Logic of the Moral Sciences). He defined the moral sciences as those areas of study having to do with human dispositions, character, and action, extending from psychology to social science. The conception of social science knowledge that he presents has had a deep impact on subsequent thinking about "scientific" social analysis and is worth examining again. Mill developed a general vision of science that was derived from the best current examples of progress in the natural sciences, and he then applied this vision to the effort to understand human and social phenomena scientifically. Putting his vision simply, science consists of the discovery of general causal laws based on systematic empirical observation. It lays the framework for a positivist conception of social science, and it prepares a charge of "Not scientific!" to social scientists who deviate from these central positivist tenets.

The social sciences barely existed in 1843; so it is intriguing to see how Mill thought about the task of creating a social science. For one thing, he had virtually no good examples to work with; political economy was just about the only significant piece of rigorous social analysis that existed. The topics considered by modern sociology were only beginning to gain rigorous attention, and political science took the form of analysis of the interests and policies of specific nation states. Mill was very much interested in the work of Auguste Comte -- the thinker who introduced both "sociology" and "positivism" into the philosophical lexicon, and Mill wrote a critical essay about Comte's philosophy in 1865 (Auguste Comte & Positivism). But Comte's writings did not provide good examples of detailed empirical study of social phenomena. One of Comte's central goals was to discover laws of development for civilizations -- a far cry from the way we would define the focus of sociology today. Here is a summary definition of the science of society that Mill offers:
Next after the science of individual man comes the science of man in society--of the actions of collective masses of mankind, and the various phenomena which constitute social life. (Book VI, chap. VI, sect. 1)
In several earlier postings I've referred to the important role that philosophical ideas played in defining the aims and goals of the social sciences. Mill's writings certainly fall in the category of foundational, guiding ideas. So let's see what guiding ideas are expressed in the System of Logic for the social sciences.

Prediction. Mill opens his discussion of the social sciences by quoting a passage from Condorcet with evident approval on the role of prediction in the sciences and history. Condorcet draws an explicit parallel between the predictive capacity of some of the natural sciences (e.g. astronomy) and the development of history; if history is made by men, then we should be able to learn the laws of behavior and use them to predict history (Book VI). This captures Mill's conception of social science: social developments are the result of individual actions and behaviors; individual actions are subject to laws that can be discovered in psychology and ethology (the science of human development); and therefore, in principle, historical outcomes are governed by these laws as well. So the goal of the social sciences is to discover the laws of behavior that permit us to predict behavior and social outcomes.

Laws and regularities. Mill firmly believed that science involves the discovery of laws and regularities. A body of observations that lacks organizing regularities cannot be considered to be a science. So for Mill, social science research too must involve the discovery of laws of social behavior and social dynamics. "Are the actions of human beings, like all other natural events, subject to invariable laws? Does that constancy of causation, which is the foundation of every scientific theory of successive phenomena, really obtain among them?" (Book VI, chap. I, sect. 2) Mill's answer, ultimately, is affirmative: there are such laws of individual behavior and choice. In reflecting on the status of weather phenomena he writes:
Yet no one doubts that the phenomena depend on laws, and that these must be derivative laws resulting from known ultimate laws, those of heat, electricity, vaporization, and elastic fluids. (Book VI, chap. III, sect. 1)
He distinguishes between exact sciences (where a few general laws govern virtually all variation) and inexact sciences (where we need both fundamental laws and secondary influences in order to explain observed behavior). His example of an inexact science is tidology.
By combining, however, the exact laws of the greater causes, and of such of the minor ones as are sufficiently known, with such empirical laws or such approximate generalizations respecting the miscellaneous variations as can be obtained by specific observation, we can lay down general propositions which will be true in the main, and on which, with allowance for the degree of their probable inaccuracy, we may safely ground our expectations and our conduct. (Book VI, chap. III, sect. 1)
And this model seems to capture his entire conception of scientific understanding: we understand a phenomenon when we have identified the primary causes that bring it about (and the laws that correspond to these); and the secondary influences that disturb or modify the workings of the primary causes (with their laws as well).
The science of human nature is of this description. It falls far short of the standard of exactness now realized in Astronomy; but there is no reason that it should not be as much a science as Tidology is, or as Astronomy was when its calculations had only mastered the main phenomena, but not the perturbations.... (Book VI, chap. III, sect. 2)
The subject, then, of Psychology is the uniformities of succession, the laws, whether ultimate or derivative, according to which one mental state succeeds another, is caused by, or at least, is caused to follow, another. (Book VI, chap. IV, sect. 3)
So Mill believes that a science of behavior is possible, issuing in a set of regularities of behavior. And he believes that we can also arrive at a science of development, which he refers to as "ethology"; this is a description of the ways in which circumstances influence individual character. Ethology too issues in laws and regularities, according to Mill.
A science is thus formed, to which I would propose to give the name of Ethology, or the Science of Character, from ἦθος, a word more nearly corresponding to the term "character" as I here use it, than any other word in the same language. (Book VI, chap. V, sect. 4)
This leads to a general conception of how social change works:
All phenomena of society are phenomena of human nature, generated by the action of outward circumstances upon masses of human beings; and if, therefore, the phenomena of human thought, feeling, and action are subject to fixed laws, the phenomena of society can not but conform to fixed laws. (Book VI, chap. VI, sect. 2)
Methodological individualism. So laws govern individual actions. What about social phenomena? Mill sees social phenomena as the combination of multiple individual actions. And he believes that it is self-evident that the laws of the compound derive from the workings of the laws of the parts.
The laws of the phenomena of society are, and can be, nothing but the laws of the actions and passions of human beings united together in the social state. Men, however, in a state of society are still men; their actions and passions are obedient to the laws of individual human nature. Men are not, when brought together, converted into another kind of substance. (Book VI, chap. VII, sect. 1)
So social laws and regularities ought to be explained on the basis of individual-level laws and regularities. This is a pretty clear statement of the principle of methodological individualism.

Parallel to the assumption of methodological individualism is a strong inclination on Mill's part towards the idea of inter-theoretic reduction: the laws of the compound should be reducible to the action of the laws of the composing entities. So social laws should be reducible to laws of psychology, combined with factual descriptions of the particular circumstances that surround given societies.

Methods of agreement and difference. Quite a bit of attention has been directed to Mill's methods of agreement and difference within the field of comparative historical sociology. It is startling, therefore, to realize that Mill himself felt that these families of methods were not relevant or applicable to social phenomena. Appeal to these methods in the social sciences, Mill maintains, is to succumb to the fallacy of the "chemical or experimental method" in the social sciences (Book VI, chap. VII, sect. 1). The problem is that the conditions for the application of these methods are impossibly stringent when we come to consideration of the causes of complex social events like revolutions or civil wars. There are always innumerable differences between the cases; so the methods of difference and similarity cannot direct us to the unique differentiating causes.
The Method of Difference in either of its forms being thus completely out of the question, there remains the Method of Agreement. But we are already aware of how little value this method is, in cases admitting Plurality of Causes; and social phenomena are those in which the plurality prevails in the utmost possible extent. (Book VI, chap. VII, sect. 4)
Mill offers an alternative preferred method, the deductive method. "However complex the phenomena, all their sequences and co-existences result from the laws of the separate elements" (Book VI, chap. IX, sect. 1). The deductive method involves identifying these separate elements; discovering their fundamental properties and regularities; and deducing the interactions that occur among them to produce the complex outcome.
The Social Science, therefore (which, by a convenient barbarism, has been termed Sociology), is a deductive science; not, indeed, after the model of geometry, but after that of the more complex physical sciences. It infers the law of each effect from the laws of causation on which that effect depends; not, however, from the law merely of one cause, as in the geometrical method but by considering all the causes which conjunctly influence the effect, and compounding their laws with one another. (Book VI, chap. IX, sect. 1)
The plurality of causes that is explicit in the deductive method leads Mill to qualify the scope of prediction that is possible in the social sciences. Because it is not possible to precisely determine the joint effect of multiple causes, predictions are generally approximate rather than exact.
It is evident, in the first place, that Sociology, considered as a system of deductions a priori, can not be a science of positive predictions, but only of tendencies. We may be able to conclude, from the laws of human nature applied to the circumstances of a given state of society, that a particular cause will operate in a certain manner unless counteracted; but we can never be assured to what extent or amount it will so operate, or affirm with certainty that it will not be counteracted. (Book VI, chap. IX, sect. 2)

The aim of sociology. Mill believes that the most fundamental aim of sociology is to derive a set of governing laws for the whole of society from the laws of individual action and ethology, and to permit the scientist to explain the particular features of the total state of society. He describes the "state of society" in these terms:
In order to conceive correctly the scope of this general science, and distinguish it from the subordinate departments of sociological speculation, it is necessary to fix the ideas attached to the phrase, "A State of Society." What is called a state of society, is the simultaneous state of all the greater social facts or phenomena. Such are: the degree of knowledge, and of intellectual and moral culture, existing in the community, and in every class of it; the state of industry, of wealth and its distribution; the habitual occupations of the community; their division into classes, and the relations of those classes to one another; the common beliefs which they entertain on all the subjects most important to mankind, and the degree of assurance with which those beliefs are held; their tastes, and the character and degree of their aesthetic development; their form of government, and the more important of their laws and customs. (Book VI, chap. X, sect. 2)
This sounds pretty much like what we might call "macro-sociology" -- an effort to describe and explain the large-scale features of a given society. So the goal of sociology is to discover laws of behavior at the individual level that permit deduction of the features of society in which these individuals live, given the current circumstances. Sociology should provide a theory providing an understanding of the broad sweep of history, the totality of human individual and social actions.
The doctrine which the preceding chapters were intended to enforce and elucidate--that the collective series of social phenomena, in other words the course of history, is subject to general laws, which philosophy may possibly detect--has been familiar for generations to the scientific thinkers of the Continent, and has for the last quarter of a century passed out of their peculiar domain, into that of newspaers and ordinary political discussion. (Book VI, chap. XI, sect. 1)
A sociological imagination? In spite of Mill's evident interest in the foundations of a science of society, he shows little evidence of possessing a lively sociological imagination. He does not seem to have paid much attention to the actual social processes and changes underway in Britain in the beginning of the nineteenth century. There is almost no description or comment concerning the social circumstances of nineteenth-century Britain -- subjects that were of great interest to Mill as a reformer. It is striking to compare his writings with those of Tocqueville, who observes and conceptualizes a wide range of concrete social activity and behavior. Mill remains on a highly abstract plane: are there social laws? How do social laws relate to individual laws? How does evidence support or undermine various social hypotheses? So here we find almost all the elements that came to define the framework of positivist social science: the doctrine of the unity of science, the insistence on the primacy of the discovery of laws and regularities, the doctrines of methodological individualism and reductionism, and the assumption that the natural sciences provide a regulative guide to the social sciences (naturalism). Mill's writings about the social sciences set the stage for the development of a positivist paradigm that impaired the disciplines from adopting the fluidity and pluralistic viewpoints that they would need.

The shortcomings of Mill's philosophy of social science derive from his most basic assumptions. He treats the creation of a science of society as primarily a methodological and epistemic problem; he takes it for granted that the "phenomena" of the social world are entirely analogous to the phenomena of the natural world. But this is an error of social ontology. Social phenomena are not relevantly analogous to natural phenomena. "States" are not like "metals", and social processes like contention are not like physical processes of mixing and heating. And if Mill had devoted more of his analytical intelligence to the problem of discovering, analyzing, and explaining the actual social phenomena of contemporary Britain, he might well have been drawn to a less positivist construction of sociology.
